Prof. Dr. Atwi Suparman, M.Sc.

Professor Dr. Atwi Suparman, M.Sc. was born in Sumenep, East Java, Indonesia on 10 November 1944. He is now a member of University's Board of Advice and Senior Professor of the Faculty of Teacher Training and Educational Science UT. In October 1983, eleven months before UT was founded, Prof Setijadi, the Vice Dean for Administrative Affairs of the Graduate Programs, Jakarta Institute of Teacher Training and Educational Science and one of the founders of UT asked Atwi to develop learning material for UT. Atwi understood that the request was based on his expertise in educational technology and Setijadi knew him as he was Atwi's supervisor during completing his doctoral thesis. He joined UT after Setijadi appealed and convinced him. In addition, it was in line with the area of expertise he has been interested in.

Atwi, Doctoral degree from IKIP Jakarta in 1983, who also studied at Syracuse University, New York and Stanford University, Palo Alto, California, worked on his first assignment to prepare printed learning materials for all of program of studies. The printed learning materials for the first six semesters were finally developed when UT was formally established on 4 September 1984.

After the duty as Vice Rector for student affairs of UT completed in 1992, he moved to the State Institute of Public Administration to work and lecture public administration before returning to UT as the Rector in 2001.

As Rector of UT, the first thing he should do was to impose greater financial efficiency into two steps. First, he tried to ensure that all money that should be received were actually entered its coffers. Second, he tried to manage UT's expenditures properly to prevent any “leakage”. He started to construct a modern management paradigm and the units were asked to prepare their annual planning and were given the authority as well as the accountability. Later, the phrase ‘forced labor’ was heard due to the staffs felt this extra work was too difficult. To address this problem, the heads of units as well as the Regional Offices were provided with the training on how to manage finances and the accountability alignment with the prevailing regulations.

Moreover, Atwi feels that the most difficult challenge as Rector of UT is how to build a professional work culture within UT's staff. The Emeritus Awardees from the Association of Asia Open Universities (AAOU) in the year of 2010 constantly strove to remind all employees about UT's vision and mission: to become a leading distance university in Asia by 2010 and in the world by 2020. It is this vision that serves as the reference when employees develop the annual programs in their respective units. One of the duties of the Rector of UT is to build employees’ enthusiasm and self-confidence to realize this vision.

Together with all the employees, Atwi worked hard to build a culture of professional work and he tried to be a role model for all employees. Solidarity and brotherhood were important in such simple matters as lunch. The food provided to the cleaning service staff was the same food that the Rector ate and Atwi always tried to join the employees in their various activities. Now, everyone has been perceived that the working culture at UT has become more professional, not only UT's employees but also colleagues from any other institutions who are involved working with UT.

Along with the consistent efforts to improve employees’ welfare, UT gained a recognition in international accreditation and a certificate of quality as an open and distance higher institution from the International Council for Open and Distance Education (ICDE) in 2005. It was a small university that no one ever noticed, now UT has evolved and transformed into a highly reputable open and distance university.
