Augie K Fabela II (born 1966) is an American entrepreneur and business executive. He is the Founder and Chairman of VEON, a Digital Operator [1] with circa 160 million customers worldwide, and the Founder and Executive Chairman of FastForward.ai [2], a company focused on e-commerce-as-a-service. He serves as Chairman of VEON's Board of Directors, Executive Chairman of FastForward.ai, and a Chief of the Chicago Cook County Sheriff in Illinois.

He is an author of books on business ^[1] as well as law enforcement ^[2].

Mr. Fabela, born in Chicago, is the son of Mexican and Colombian parents.^[3] He has a wife and three sons, living in Naples, Florida^[4].

Mr. Fabela has been reported to have political affinities with the GOP and has been a significant supporter of Donald Trump ^[5]

Mr. Fabela graduated ^[6] from Stanford University with a Master of Arts (MA) in International Policy Studies (1986–1987) and a Bachelor of Arts (BA) in International Relations (1983–1987).

In addition to his academic background, Mr. Fabela completed training at the NEMRT Police Academy and the Gateway Police SWAT School, earning certification as a law enforcement officer and Special Weapons and Tactics (SWAT) operator in the State of Illinois.

After graduating from Stanford University, Mr. Fabela spent two years in Tokyo, Japan where he worked ^[7] for Fujisankei Communications Group, a local media conglomerate.

Mr. Fabela returned to the USA where he founded five companies by the age of 25. Together with his father he acquired his fourth company, Plexsys ^[8]^[9]. Plexsys was a manufacturers of mobile network equipment for cellular networks.

In 1991, Mr. Fabela visited the Soviet Union Russia and started to get involved in the development of wireless technology in the country^[10]. He was in search of new markets to expand his company Plexsys^[11], and he was looking for local experts in the field of advanced radio technology. He was connected to Vimpel, a Soviet defense contractor.

In January 1992, Plexsys invited a delegation from Russia, including Dmitry Zimin from Vimpel, to the US. Later that year, at the age of 25, Mr. Fabela co-founded VEON (formerly known as VimpelCom) together with Dmitry Zimin ^[12].

Mr. Fabela served as Chairman of the Board of VEON from 1994 to 2001. In 1996 the company did an IPO to NYSE and became the first Russian company to be listed at NYSE ^[13]. After 2001, Mr. Fabela remained as Chairman Emeritus of VEON. He became VEON's Chairman again in 2010 and served until the end of 2012.

Mr. Fabela was nominated back to the VEON Board in June 2022 by minority investors ^[14], along with former CIA Director and U.S. Secretary of Stare Mike Pompeo.

During his years of service on the Board, VEON announced in 2022 the sale of its Russian subsidiary, PJSC VimpelCom^[15].

Mr. Fabela visited Ukraine three weeks after the Russian invasion of Ukraine^[16] and he attended the Yalta European Strategy conference in 2024 ^[17].

Mr. Fabela is a World Economic Forum ^[18] participant^[19], member of the WEF Chairmen's Community, and a contributor to topics including Sustainable Start-ups ^[20], Principles of Entrepreneurship ^[21], Digital divide ^[22], etc.

Law Enforcement Career[edit]

In 2010, Augie became a certified police officer in Chicago, his birthplace, graduating from the Police Academy at the age of 44.

In 2011-2023, Mr. Fabela served as Commander of Special Operations, Homicide Task Force, and Police aviation in Winthrop Harbor, Illinois ^[23].

From 2012-2025, he continues to serve at Chicago Cook County Sheriff’s Office as a Chief - Special Assistant to the Sheriff.
