Dr. B. Ashok (born 27 February 1973) is an Indian Administrative Service (IAS) officer of the 1998 batch belonging to the Kerala Cadre.[1] He currently serves as the Principal Secretary of the Higher Education Department in the Government of Kerala.[2] Throughout his bureaucratic career, Ashok has held several prominent administrative and academic positions, including serving as the first Vice Chancellor of the Kerala Veterinary and Animal Sciences University, Vice Chancellor of the Kerala Agricultural University, and Chairman of the Kerala State Electricity Board (KSEB).
Ashok is also known for his outspoken nature and his frequent conflicts with the Pinarayi Vijayan government in Kerala, which led to multiple arbitrary transfers and a high-profile suspension in April 2026. However, this suspension was later revoked in June 2026 when V. D. Satheesan-led UDF government came to power.[3]
Early life and education
B. Ashok was born on 27 February 1973 in Kollam, Kerala, India.[4] He is a native of Chathannoor in the Kollam district.[5] He was born to B. Balasundaram, a retired official from the state's Cooperative Department, and Prof. P. Ramamani, a veteran academic who served as a professor and head of the Zoology Department at S. N. Women's College, Kollam.[6][7]
Ashok pursued a Bachelor of Veterinary Science and Animal Husbandry (B.V.Sc. & A.H.) from the Kerala Agricultural University. He later earned a Master of Arts (M.A.) in Peacekeeping Management from the University of Turin, Italy, and a Master of Science (M.Sc.) from Madras University.[1]
Career
Ashok joined the Indian Administrative Service in 1998 and was allotted the Kerala cadre. He began his administrative career in the early 2000s, serving as Assistant Collector and Sub Collector in Kollam district.
Deputations and academic leadership
In 2004, Ashok joined the central government on deputation, serving as a Director in the Department of Animal Husbandry and Dairying. He also served as Deputy Director at the Lal Bahadur Shastri National Academy of Administration (LBSNAA) in Mussoorie.[4]
In 2011, leveraging his background in veterinary sciences, Ashok was appointed as the first Vice Chancellor of the newly established Kerala Veterinary and Animal Sciences University under the Oommen Chandy administration. He held this position until 2015.[8] During his tenure, his appointment and an attempt to recall him by the state government became the subject of a legal dispute that reached the Kerala High Court, which ultimately ruled that the government's attempt to recall him for "administrative reasons" lacked bona fides.[9] He was also a Professor and Registrar at the Chinmaya Vishwavidyapeeth University in Kochi.[8]
Ashok later held several secretarial positions in the Kerala Government, including Secretary of the Ayush, Youth Affairs & Sports, Urban Development, and Agriculture departments. He also served as the Agricultural Production Commissioner and simultaneously held the full additional charge of Vice Chancellor at the Kerala Agricultural University from March 2023 to April 2026.[10]
KSEB Chairmanship
In July 2021, Ashok was appointed as the Chairman and Managing Director of the Kerala State Electricity Board (KSEB). His tenure was characterized by significant administrative reforms but also intense conflicts with trade unions, particularly the CPI(M)-backed KSEB Officers' Association.[11]
The dispute escalated when Ashok publicly criticized left-wing unions on social media for alleged misuse of power, claiming that KSEB-owned land had been handed over to co-operative societies for tourism development without proper board approval. Ashok took disciplinary action, including suspending union leaders who protested in violation of service rules.[11] The standoff concluded in July 2022 when Ashok was transferred out of KSEB and appointed as the Secretary of the Agriculture Department. During his tenure, the KSEB reported an operating profit of ₹1,466 crore for the 2021–22 fiscal year.[12]
2026 Suspension and Reinstatement
Ashok frequently clashed with the Pinarayi Vijayan-led LDF administration over his postings. The government issued several transfer orders moving him to less prominent roles, such as the Chairman and Managing Director of the Kerala Transport Development Finance Corporation (KTDFC) and the Local Self-Government Reforms Commission. Ashok successfully challenged these transfers at the Central Administrative Tribunal (CAT), which quashed the state government's transfer orders on multiple occasions.[13]
In March 2026, he was transferred to the position of Principal Secretary of the Sainik Welfare Department.[14] Shortly after, on 29 April 2026, the LDF state government suspended Ashok, citing a violation of the All India Services (Conduct) Rules. The suspension was based on his statements in television interviews where he criticized the government's policies, former Chief Minister Pinarayi Vijayan, and alleged the misuse of public funds from the Kerala Infrastructure Investment Fund Board (KIIFB) for government election campaigns.[15] Ashok publicly defended his actions, calling his suspension a "badge of honour" against an administration that expected bureaucrats to merely act as subordinates praising those in power.[15]
Following the May 2026 assembly elections and a subsequent change in the state government, the current United Democratic Front (UDF) administration led by Chief Minister V. D. Satheesan issued an order revoking Ashok's suspension on 6 June 2026. On 8 June 2026, he was officially appointed as the Principal Secretary of the Higher Education Department under Higher Education Minister Roji M. John.[16][2]
