Bureaucratic management is now very prevalent, hence, taking a closer identification of its advantages and disadvantages is very important. This topic addresses not only for the employees that are working with a bureaucratic organization but also to the people transacting with them.
Bureaucracy is defined as a system for controlling or managing a country, company, or organization that is operated by a large number of officials employed to follow rules carefully[1]https://dictionary.cambridge.org/dictionary/english/bureaucracy. According to Max Weber, “Bureaucracy is an organizational structure that is characterized by many rules, standardized processes, procedures and requirements, number of desks, meticulous division of labour and responsibility, clear hierarchies and professional, almost impersonal interactions between employees.” [2]https://www.toolshero.com/management/bureaucratic-theory-weber/#
Pros
This form of management is not totally bad. Bureaucratic rules and regulations help ensure that proper procedure in approving and rejecting transactions. For example, in applying loans to Social Security System and Pag-ibig Fund, applicants follow lengthy and tedious process, this promotes equality and fair chance to all applicants, thus extinguished favoritism.
Another advantage is the security of tenure, steady benefits like salary, perks, retirement package and other benefits. This is so common in government agencies. Some research shows that bureaucrats have higher levels of education, personal responsibility and self-direction.
Also in bureaucratic management, employees are being hired and promoted based on their competencies. Every employee is expected to do tasks based on their specialization. They are being paid dependent on their position. Another benefit is that the division of labour is clearly described for every employee, it inhibit confusion among workers.
Cons
Many complaints arise for bureaucratic management. As one of the pros, the rules and regulations, the very standard and formal approach in every situation is not helpful in some situations. This restricts sharing of innovative ideas from employees, thus, demotivating them in the long run. Guidelines must be standard but flexible. Rules and regulations in a bureaucratic form of management cannot easily be ratified and changed, what is applicable today may not be applicable tomorrow, close monitoring of specific rules and regulations is a must. Most of the time, “black and white form” is being implemented rather than what you so called “common sense”.
Critics of bureaucracy emphasized the paper base and series of guidelines just only sacrificed the efficiency aspects of productivity and output.
Nowadays, the government is making efforts to build online systems to be able to cope with the modern stage of technologies. In addition, in bureaucracy, selection and promotion only occur on the basis of technical qualifications. Those who are working hard and knowledgeable are sometimes being ignored.
Also, bureaucracy is characterized by slow communication due to its many hierarchical positions. Thus defers openness of channels of communication.
