The Bag first (Chinese: 袋住先) appeared in Hong Kong Cantonese vocabulary and appeared in the controversy over the political system reform in Hong Kong in 2016 and 2017.

Background[edit]

The Chief Executive of Hong Kong is nominated and elected by an Election Committee of 1,200.[1] According to the local constitutional documents of the Basic Law, the method for the creation of the Chief Executive of Hong Kong must be based on local conditions and the principle of gradual progress, and finally be nominated by a "general representative nominating committee" in accordance with democratic procedures and then elected by universal suffrage.[2]

The current method of generating chief executives has been criticized as a small circle election,[3] and some critics have pointed out that according to the current system, only less than 0.03% of Hong Kong's population have the right to vote for the chief executive.[4]

Meaning[edit]

"Bag first" in Cantonese has the meaning of "first accepting one vote",[5] "receiving it first",[6] "putting it first in the bag"[7] or "putting it in your hand first".[7]

In the case of the political reform package, "the bag first" has the meaning of "what is what you want, and you can't get it later."[7] This means that the people of Hong Kong should accept the reforms in the political reform package at this stage and strive for deeper political reforms in the future. Carrie Lam, then the Chief Secretary for Administration, also said in the Wall Street Journal that the Chief Executive's general election plan proposed in the plan is not necessarily the ultimate arrangement. There should be a possibility of a change in the future.[8]
