    Balabolka (Russian: Балболка, lit. 'Balbolka') is a freeware text-to-speech program that runs on Windows. It was created in 12 December, 2010 by a Russian programmer, Ilya Morozov. The current version is v2.15.0.832, which was released on 10 December 2022. It allows the user to change rate and pitch, saving audio file as MP3 and WAV, and using the skin pack for customizing window appearance. Balabolka supports Speech API (SAPI) 4 and 5. It can also supports text file formats such as AZW, AZW3, CHM, etc.

    History[edit]

    In the early 2000s, Ilya Morozov was involved in the development of educational software for German schoolchildren with dyslexia.[1] At the request of Regine Müller, a German teacher from Frankfurt am Main, a text-to-speech function has been added to the training programs. "Balabolka" was born in 2006 as a test utility to test the work of German speech engines installed on a user's computer. Regina Müller was the first beta tester of the program and translated her interface into German.

    Achievements[edit]

    In 2010, Balabolka was nominated for the Soft of the Year award within the Soft @ Mail. Ru project and won third place in the "Home and Family" category.[2]

    In 2010 and 2011, "Our Life" magazine, published by the Russian Blind Society, published articles about using the Balabolka program together with other programs and writing flash players for the rehabilitation of visually impaired users.[3][4][not in citation given] In 2018, employees of the Lipetsk Regional Library for the Blind spoke of a similar experience using Balabolka.

    On December 3, 2019, TechRadar listed Balabolka among the Top 5 Speech Software of 2019.[5]

    On its website, Heriot-Watt University recommends visually impaired students to use the Balabolka program in the educational process together with the Scottish speech engines.[6] Similar advice is available on the pages of the University of Saint Andrews,[7] the University of Southern California,[8] Virginia Polytechnic University [9] and many other educational institutions around the world.
