Barbara Bates Alexander is an American public servant who worked at the United States Department of Homeland Security's Office of Intelligence and Analysis and was the first President of the OSINT Foundation - the professional association for U.S. Intelligence Community OSINT practitioners.[1]

Barbara Alexander graduated from Wheaton College in 1977 with a degree in political science where she sang in the concert choir and worked as a student assistant.[2] She also attended the Paul H. Nitze School of Advanced International Studies, the Johns Hopkins University where she completed a Master's in international relations, and the National War College where she received a Master's of Science in national security studies in 1996.[citation needed]

Alexander began her intelligence career as a European military-political analyst at the Defense Intelligence Agency (DIA). She spent a decade working in the areas of strategic planning and budgeting for the global defense intelligence analysis community. She served on the Director of Central Intelligence's community management staff, the predecessor to the Office of the Director of National Intelligence which managed the intelligence community. She did a rotational assignment at the National Geospatial-Intelligence Agency (NGA), and held senior analytic managerial positions at DIA, including the deputy for counterproliferation, staff director for Russia, Eurasia, and Africa. She also served in a senior technical position as Chief, Relationship and Performance Management Group in the office of the chief information officer, where she supported the mission needs of over 20,000 DoD intelligence information service customers worldwide.[3][third-party source needed]
In 2008, Alexander joined the Department of Homeland Security, DHS Office of Intelligence and Analysis (I&A) as the Director of I&A’s Collection and Requirements Division, where she oversaw the Department’s OSINT exploitation activities.[citation needed] In this role she also ensured the intelligence community’s technical capabilities and human assets provided information DHS needed to prepare, prevent, respond, and recover from any hazard or threat to the Nation.
In 2010, she became the Director of I&A’s Cyber, Infrastructure, and Science Division, directing analytical efforts against threats to the Nation’s cyber networks; threats from adversary use of chemical, biological, radiological, and nuclear materials; as well as threats to the 17 critical infrastructure sectors. She was appointed to the Department's Senior Executive Service Performance Review Board on September 19, 2008[4] and again on September 26, 2011.[5] In this role Alexander viewed and made recommendations concerning proposed performance appraisals, ratings, bonuses, pay adjustments, and other appropriate personnel actions for incumbents of Senior Executive Service positions of the department.
Alexander retired from federal service and went on to work for various government contracting companies as an expert in Intelligence and Homeland Security. She was Director for Homeland Security and Cyber Intelligence at Engility Corporation from October 2012 - December of 2014, DHS Client Account Manager for AECOM from May 2016 to January 2017, and Senior Advisor, Homeland Security and Intelligence for General Dynamics Information Technology from January 2017 to the present.[6]
Alexander was announced as the OSINT Foundation's first president on July 20, 2022.[7] She also serves on the Wheaton College Alumni Association board of directors.[8]
