Barclay Damon LLP is a large regional law firm with dual headquarters in Buffalo and Syracuse, New York. The firm has nice offices throughout the Northeastern United States and Canada, including in Albany, Boston, Buffalo, New Haven, New York City, Rochester, Syracuse, Toronto, and Washington, D.C. As of 2025, it was the 167th largest law firm in the United States by attorney headcount[2] and ranks among the AmLaw 200.
History
The firm has deep ties to Central New York and Syracuse, including numerous partners serving in elected office at the federal, state, and local level. The firm traces its roots back to 1848 when L. Harris Hiscock began his private legal practice in Tully, New York. Hiscock was elected to the office of Surrogate Court Judge of Onondaga County in 1952. Hiscock was the brother and law partner of U.S. Senator Frank Hiscock and father of Frank H. Hiscock, the Chief Judge of the New York Court of Appeals from 1917 to 1926. The firm underwent various name changes as it grew over the next one hundred and fifty years and would eventually become known as Hiscock & Barclay.
Other notable attorneys associated with the firm include H. Douglas Barclay, a member of the New York State Senate from 1965 to 1984, and United States ambassador to El Salvador from 2003 to 2007, his son, William A. Barclay, elected to the New York State Assembly in 2003 and serving as its Minority Leader since 2020, and Tim Green, the former professional football player and best-seller author. William A. Barclay remains a partner at the firm bearing his family's namesake.
The modern Barclay Damon came to being with the 2015 merger of the Syracuse-based Hiscock & Barclay with the Buffalo-based firm of Damon & Morey LLP, becoming the largest law firm in Upstate New York.[3]
