Beluk Village

Beluk Village is a village located in Belik distric subdistrict, Pemalang district, Central Java, Indonesia. Beluk Village has promising natural yield potential, especially the potential yield of pineapple. Typical pineapple fruit that is pineapple honey is a Beluk's icon.

History[edit]

Beluk Village was a village consisting of some colony that came from some places in Central Java dan East Java. Beluk’s area originally came from the forests of Mataram State. In 1937, some people came : 45 families and 135 peoples came, then in 1939, 100 families equals 325 peoples came, between two consecutive years, 145 families equals 460 peoples start to work on 322 Ha land that has been provided by the government. In 1937, the village head was lead by Jaya Driya whose administration was same with other village. The list of village heads who have been lead the village from 1937 to present are shown in the table.[1]

The distance from Subsdistrict Capital is 5  KM (15 Minutes) and the distance from District Capital is 40 KM ( 1 hour).

  • Village’s Land Area (In Hectare)

In 2016 reported that Beluk village has 13.100 hectares land. Most of the land is used for farming 48,75% for farm 14,08% for rice fields, 33,83% is forest. Only 1.91% of the land is used for habitation and the rest is used for school, street, and foorball field.[1]

Village Government[edit]

Village government also called Pemdes is a government institution whose work is managing village level government. This institution is regulated through Peraturan Pemerintah number 72 of 2005 about village government that issued to implement the provisions of Article 216 paragraph (1) of Undang-undang number 32 Year 2004 regarding regional government.  

The leader of village government, as set forth in paragraph 2 of article 14 paragraph (1), is the village head in charge of administering government affairs, development, and society.

In Peraturan Menteri Dalam Negeri Number 84 of 2015 on the Working Organization and Work Order (SOTK) of the Village Government has some differences with the early village government SOTK.

VILLAGE GOVERNMENT (Article 2)

Article 2 Paragraph (1) states that the Village Government is the Village Head assisted by the Village Officials, then described in Article 2 paragraph (2) that the Village Officials consists of; Village Secretariat, Regional Executive and Technical Executive..

SEKRETARIAT DESA (Article 3)

The Village Secretariat is headed by the Village Secretary and assisted by the secretarial staff. The Secretariat of the Village shall consist of at least 3 (three) affairs namely administrative and general affairs, financial affairs, and planning affairs, and at least 2 (two) affairs namely general affairs and planning, and financial affairs. Each of these affairs is headed by Head of Affairs (Kaur).

REGIONAL EXECUTIVE (Article 4)

Regional Executive is the assistant element of the Village Head as a territorial task force. The number of elements of the regional executive is determined proportionally between the required regional executors and the village's financial capacity as well as the area of ​​work, characteristics, geography, population density, and supporting facilities. Regional executive is carried out by Head of Village (Dusun) or other title.

TECHNICAL EXECUTIVE (Article 5)

Technical Executive is the assistant element of the Village Head as the executor of the operational tasks. The Technical Executive consists of at most 3 (three) sections, namely the government section, the welfare section and the service section, at least 2 (two) sections namely the government section, the welfare and service sections. Each section is led by Section Head (Kasi).

Village Deliberation Institution / Badan Permusyaratan Desa (BPD)[edit]

Village Deliberation Institution is an institution for the realization of democracy in the administration of village government. BPD can be regarded as the "parliament" of the village. BPD is a new institution in the village in the era of regional autonomy in Indonesia.

  • Members of the BPD are representatives of the villagers concerned based on the representation of the territories determined by way of deliberation and consensus. Members of BPD consist of Chairman of Rukun Warga, traditional chairman, professional groups, religious leaders and other community figures or leaders. The tenure of a member of BPD is 6 years and can be reappointed / re-proposed for 1 subsequent tenure. Leaders and Members of BPD are not allowed to concurrently serve as Village Head and Village Official.
  • The inauguration of members of BPD shall be stipulated by a Decree of the Regent / Mayor, which prior to taking his / her office of oath / pledge together in front of the community and guided by the Regent / Mayor.
  • The Chairperson of the BPD is elected from and by members of the BPD directly in specially held BPD Meetings. BPD is functioning to stipulate the Village Regulation with the Village Head, to accommodate and channel the aspirations of the community.

  2. Propose the appointment and dismissal of the Village Head
  3. Establish a village head election committee
  4. Finding, collecting, formulating and channeling people's aspirations;

Village Community Empowerment Institution[edit]

The Village or Village Community Empowerment Institution (LPMD / LPMK) or other names have the task of formulating a participatory development plan, mobilizing mutual help.

Village or Village Community Empowerment Institution (LPMD / LPMK) or other names in performing their duties have function:

  1. Collecting and distributing community aspirations in development;
  2. Fostering a feeling of unity and community unity in the period of strengthening NKRI
  3. Improving the quality and acceleration of government services to the community;
  4. Preparation of plans, implementation, conservation and development of participatory development outcomes
  5. Development and mobilization of initiatives, participation, and mutual help community; and
  6. Finding, utilizing and developing potency of natural resources and environmental harmony.

Family Welfare Development (PKK)[edit]

PKK is a social organization that empowers women to participate in the development of Indonesia. PKK is famous for its "10 main programs".

Karang Taruna[edit]

Karang Taruna is a forum for the development of nonpartisan youth generation, which grows on the basis of awareness and sense of social responsibility from, by and for the community, especially the younger generation in the village or similar social community, which is mainly engaged in social welfare. As a youth social organization, Karang Taruna is a forum for fostering, developing and empowering the young generation in an effort to develop Social Welfare Services activities and productive economic efforts with the utilization of all available potentials in the environment both human and natural resources that already exist. As a youth organization, Karang Taruna is guided by the Basic Guidelines and Household Guidelines (PD / PRT) which has also been regulated on the governing structure and tenure in each region from the Village to the National level. All this is a form of organizational regeneration for the sake of continuing organization and coaching of members of Karang Taruna both in the present and in the future.

Karang Taruna consists of young generations ranging from 13 - 45 years old, and called the citizens of Karang Taruna (WKT) and the limits of Karang Taruna Board are 17 - 45 years old.

Karang Taruna was established with the aim of providing guidance and empowerment to the young generation, for example in the field of organizational, economic, sports, skills, advocacy, religious and artistic.

Village Statistics[edit]

  • Population

According to village profile data in 2017, Beluk village has 10,190 residents, which consists of 5,124 male population, and 5,046 female population.

  • Profession

By 2017, the majority of Beluk villagers have not worked, about 47.03%. 52.97% of the total population have jobs, and most of the occupants who have jobs, work as farm laborers as much as 31.19%. 15.29% of the population have job as housewives, 1.85% work as casual laborers. In addition to these 3 jobs, residents have jobs, such as students, land traders, private midwives, transportation and transportation workers, and others.

  • Education

According to the data of 2017, the majority of Beluk villagers graduated from primary school or equal to 61.37% of the population, while those who graduated from junior high school / equal to 5.40%, while those who graduated from senior high school / equal to 3.34%. For residents who have been educated S-1 / equivalent of 0.43%. In addition to those mentioned above, there are also people who have never attended elementary school but did not graduate, were in kindergarten / play group, were in school, never attended school etc.[1]

Village's Product[edit]

Beluk village is famous for its plantation of honey pineapple. The majority of the land is used for farming and gardening, and is devoted to gardening honey pineapple. Pineapple honey is mostly sold directly and a small portion processed into other food products. Some products of processed pineapple honey in the village are as follows:
