Brand USA Global Offices

Brand USA was established by the Travel Promotion Act of 2009 as the nation's first public-private partnership to spearhead a globally coordinated marketing effort to promote the United States as a premier travel destination and to communicate U.S. visa and entry policies. Brand USA began operations in May 2011.[1] [2]

Brand USA's creation stems from the belief that international travel to the United States is a significant driver of economic growth. Currently, international travel to the United States currently supports 1.8 million American jobs (directly and indirectly), touching on most sectors of the American economy.[3]

Since its founding, Brand USA has worked in close partnership with more than 800 partner organizations [4] to promote the United States as a unique travel destination.

According to studies by Oxford Economics, over the past five years Brand USA’s marketing initiatives have helped welcome 5.4 million incremental visitors to the USA, benefiting the U.S. economy with $38 billion in total economic impact, and supporting, on average, 51,000 incremental jobs a year.[5]

Brand USA’s operations are supported by a combination of non-federal contributions from destinations, travel brands, and private-sector organizations plus matching funds collected by the U.S. government from international visitors who visit the United States under the Visa Waiver Program.[6]

Brand USA Creation[edit]

Brand USA was created by the Travel Promotion Act of 2009.

The Travel Promotion Act of 2009 (Pub.L. 111–145, Sec. 9) is a law creating the Corporation for Travel Promotion, a public-private partnership tasked with promoting tourism in the United States. To fund the Corporation's activities, the Act provides for a fee of $10 for use of the Electronic System for Travel Authorization (ESTA). Additionally, the Act authorizes a further charge to recover the costs of providing and administrating the ESTA.

The House passed the bill by a vote of 358–66 in October 2009, and the Senate followed on February 25, 2010 with a vote of 78–18. President Barack Obama signed the bill into law on March 4, 2010.[7]

U.S. Customs and Border Protection has announced they will level an additional $4 fee (bringing the total to $14) for visitors to the United States for the cost of administering the ESTA.[8]

Reauthorization[edit]

The Travel Promotion, Enhancement, and Modernization Act of 2014 (H.R. 4450) was a bill that would have extended the provisions of the Travel Promotion Act of 2009 (Pub.L. 111–145), which established the Corporation for Travel Promotion (also known as Brand USA), through September 30, 2020, and imposed new performance and procurement requirements on the corporation. The bill also would have extended the authority of U.S. Customs and Border Protection (CBP) to collect travel promotion fees from certain foreign individuals traveling to the United States. Those fees were to be used to partially fund Brand USA.

The bill was introduced and passed in the United States House of Representatives, but was not passed in the Senate. However, it was included in the Consolidated and Further Continuing Appropriations Act, 2015, popularly called the "cromnibus" bill, combining an omnibus spending bill funding the federal government through October 2015, with a continuing resolution for the Department of Homeland Security through February 2015. The House passed a two-day continuing resolution (a "CR" for short) at the same time, to prevent a government shutdown until the Senate could take action.[9]
