Budd L. Hall is a Canadian scholar working in adult education and community-based participatory research. He is Professor Emeritus in the School of Public Administration at the University of Victoria in British Columbia, Canada, and Co-Chair of the UNESCO Chair in Community-Based Research and Social Responsibility in Higher Education.[1]
In 2022, he was appointed an Officer of the Order of Canada for his contributions to adult education and community-based research.[2]
Early life and education
Hall studied political science at Michigan State University, where he received a Bachelor of Arts in 1965 and a Master of Arts in Education in 1968. He later completed a PhD in Comparative and International Education at the University of California, Los Angeles in 1974.
Academic career
In the early 1970s, Hall worked at the University of Dar es Salaam in Tanzania as Director of Research at the Institute of Adult Education.
From 1979 to 1991, he served as Secretary-General of the International Council for Adult Education (ICAE), contributing to international work in adult literacy and lifelong learning.[3]
He later joined the Ontario Institute for Studies in Education at the University of Toronto.
In 2001, Hall joined the University of Victoria, where he served as Dean of the Faculty of Education from 2001 to 2006. He later became founding Director of the Office of Community-Based Research.[4]
Following his retirement, he was named Professor Emeritus.
Research
Hall’s work has focused on participatory approaches to research and the role of universities in collaboration with communities. His research has been discussed in academic publications addressing knowledge democracy and participatory development.[5]

He has been involved in international collaborations through the UNESCO Chair in Community-Based Research and Social Responsibility in Higher Education.[6]

Awards and honours

He has also received awards including the David H. Turpin Gold Medal for Career Achievement in Research and the Lifetime Achievement Award from the Canadian Association for the Study of Adult Education.
Personal life
Hall has two sons from his first marriage. He is married to Darlene Clover, a professor at the University of Victoria.
