On 17 November 2023, Chief of Army Staff (COAS) General Syed Asim Munir met Pakistani Islamic scholars of all schools of thought.[1] The meeting was held at General Headquarters (GHQ) Rawalpindi.[2] General Asim Munir also held individual meetings with all religious scholars at GHQ.[2]

Background[edit]

The meeting between the Chief of Army Staff (COAS), General Syed Asim Munir and Islamic scholars took place against the backdrop of Paigham-e-Pakistan Fatwa, a national initiative against extremism. This meeting also took place 40 days after the start of the Israel-Hamas war.

Statements by COAS[edit]

During the meeting, General Asim Munir made several statements:

  • He asserted that there is no room for intolerance and extremism.[3][4]
  • He said that the use of force and armed action by any militia, organization or group other than the state is unacceptable.[5][6][7]
  • He rejected the use of force by private militias.[2]
  • He asserted that only the state has a monopoly on violence.[2]
  • COAS praised the religious scholars' Paigham-e-Pakistan fatwa to end misleading propaganda spread by extremists and terrorists, and urged scholars to publicize and implement it. Paigham-e-Pakistan is a fatwa issued by the government of Pakistan in 2018 to counter terrorism.[3]

Endorsement by Ulema[edit]

The Ulama supported the Army Chief's statement that the use of force by any militia is unacceptable.[2] They unanimously condemned extremism, terrorism and sectarianism and pledged their continued support for the tireless efforts of the state and security forces to bring tolerance, peace and stability to the country.[2]

Outcomes[edit]

Prime Minister's Special Representative for Religious Harmony Hafiz Tahir Mahmood Ashrafi termed the meeting of the scholars as fruitful.[8][9][10]
