Carrie Wolinetz, Ph.D. is an American science policy expert and senior civil servant in the Biden Administration.[1] She serves as Deputy Director for Health & Life Sciences in the Office of Science and Technology Policy. She previously served at the National Institutes of Health (NIH) under the leadership of Director Francis Collins as Acting Chief of Staff to the NIH Director, NIH Associate Director for Science Policy, and Director of the Office of Science Policy.[2]

Early life and education

Dr. Wolinetz was born in New York City, New York and raised in Syracuse, New York. Wolinetz earned a Bachelor of Science degree in animal science from Cornell University, and she received her Ph.D. in animal science from The Pennsylvania State University, where her area of research was reproductive physiology.

Career

At the National Institutes of Health (NIH), Wolinetz led key agency policy efforts in data sharing, emerging biotechnology, biosecurity, and clinical trials stewardship and transparency[3]. She is recognized for her work leading NIH’s efforts to combat sexual harassment [4] in the biomedical research enterprise and supporting informed consent for biospecimens.[5]

Prior to joining NIH, Wolinetz worked on biomedical research policy issues as the Deputy Director for Federal Affairs at the Association of American Universities (AAU) and the Director of Scientific Affairs and Public Relations at the Federation of American Societies for Experimental Biology (FASEB). Wolinetz has taught courses in biotechnology and security as an Adjunct Assistant Professor at Georgetown University in the School of Foreign Service’s program on Science, Technology & International Affairs.
