The Center for International Private Enterprise (CIPE) is a Washington-based NGO, and one of the four institutes that comprise the National Endowment for Democracy. CIPE is a non-profit with an interest in business associations, market reform and other grass-roots entrepreneurial activities in emerging markets.[2]

Founding[edit]
CIPE was founded in 1983 and is a core institute of the National Endowment for Democracy (NED) an affiliate of the U.S. Chamber of Commerce, and a member of the Global Alliance for Trade Facilitation.[3] CIPE's funding comes from the United States government via grants from the NED, the U.S. State Department, and United States Agency for International Development (USAID).[4]
Activities[edit]
CIPE projects center around key themes relevant to democratic governance and entrepreneurship support. Among them: anti-corruption, women's economic empowerment, youth entrepreneurship, trade, and digital economy.[5]
Corrosive Capital[edit]
CIPE has been credited with coining the term "corrosive capital". Corrosive capital is a label for international financing to countries, typically from authoritarian states, that exploits gaps in the recipients’ governance systems and makes them more vulnerable to economic or political manipulation. The term was introduced in 2018 by CIPE,[6][not in citation given] a Washington-based NGO, and has since come into use more regularly in Western policy lexicon as a response to changing global political tensions and increasing Western criticism and policy aimed at states such as, but not limited to Russia and China.[7]
