Center for Technology Innovation
Center for Technology Innovation (CTI) is a public policy research center at the Brookings Institution in Washington, D.C. Founded in 2010, it is part of Brookings' Governance Studies program and focuses on technology policy, including digital infrastructure, artificial intelligence, telecommunications, online platforms, innovation policy, and the social and governmental effects of emerging technologies.[1][2][3][4][5] Since July 1, 2020, the center has been directed by Nicol Turner Lee.[6][7]
History
Brookings announced the launch of the Center for Technology Innovation in 2010 as a new initiative examining policy issues related to technology innovation.[8] Political scientist Darrell M. West was the center's founding director.[9]
In 2013, CTI launched TechTank, a Brookings commentary platform focused on science and technology policy.[10] Brookings later expanded the brand into The TechTank Podcast, a recurring podcast on technology policy issues co-hosted by Nicol Turner Lee and Darrell West.[11][12]
In June 2020, Brookings announced that Nicol Turner Lee would succeed West as director of CTI, effective July 1, 2020.[13] [14][15]
In 2023, Brookings launched the AI Equity Lab, a project housed within CTI and focused on inclusive and nondiscriminatory approaches to artificial intelligence.[16][17][18]
Programs and public engagement
CTI publishes reports, commentaries, podcasts, and event programming through Brookings.[19][20] Its TechTank platform, launched in 2013, was created to highlight technology research and improve public discussion of technology policy.[21][22]
The center has also hosted public discussions featuring policymakers and outside experts. In 2023, Senator Peter Welch's office said a discussion on digital-platform oversight with Welch, Senator Michael Bennet, and former Federal Communications Commission chairman Tom Wheeler was hosted by Brookings Governance Studies' Center for Technology Innovation and moderated by The New York Times reporter Cecilia Kang.[23] In 2023, the Communications Workers of America described a Brookings CTI panel on broadband workforce development and job creation tied to broadband deployment.[24]
CTI scholars have been cited in policy and media discussions.[25][26]
The AI Equity Lab has also generated cross-institutional working groups. In 2025, Brandeis University's Heller School described a Brookings CTI AI Equity Lab health working group report on equitable and ethical uses of AI in health care.[27]
