During this time, he headed the Institute's Consultancy Services that did extensive work for Oil Companies including Gulf later, Chevron Corporation and Shell Oil Company as well as for the Nigerian Navy.[9]
Between 1985 and 1989, he was first Visiting Senior Lecturer and later Visiting Reader/Associate Professor to the Post Graduate Institute of Oceanography, University of Calabar, Nigeria. In 1989, while on sabbatical from Nigerian Institute of Oceanography and Marine Research (NIOMR), he was Senior Resident Consultant in the Ocean and Coastal Areas Programme Activity Center (OCA/PAC) in the United Nations Environment Programme (UNEP) Headquarters, Nairobi, Kenya.[10]
In 1990, the Director General of United Nations Educational, Scientific and Cultural Organization UNESCO tapped him to become the Senior Assistant Executive Secretary and Head of the Marine Pollution Research and Monitoring Section in the Secretariat of the Intergovernmental Oceanographic Commission (IOC) of UNESCO, Paris, France. In this capacity, he directed the Global Investigation Programme for the Marine Environment(GIPME) as well as coordinated between 1991 and 1995 the global effort to study and clean up the pollution of the Persian Gulf in the aftermath of the Gulf war including two long term cruises aboard the US owned RV Mount Mitchell and the Japanese vessel, RV Umaru Mita. He has intimate knowledge of the surrounding countries of Kuwait, Saudi Arabia, United Emirates, Oman, Bahrain, Qatar and Islamic Republic of Iran. [11] [12]
From 1992, he had concurrent responsibility of IOC-UNESCO Visiting Professor charged with the “Development and Teaching of Specialized Courses in Oceanography” mostly in Developing Countries. In 1995, he joined the United Nations Industrial Development Organization UNIDO, Vienna, Austria as Regional Director/Regional Technical Adviser of the Gulf of Guinea Environmental Programme and was at various times responsible for the implementation of several environmental programmes including the role of Regional Director/Principal Technical Adviser on Persistent Organic Pollutants (POPs) and International Waters in Africa. While still at UNIDO, he was appointed the first Executive Secretary of the Interim Guinea Current Commission in 2006.[13] [14]
Ibe ended his service with the United Nations System in 2008 and was hunted from Boston, Massachusetts, United States to become the Pro-Chancellor and Chairman of the 6th Governing Council of the Imo State University inaugurated on 17 September, 2008.[15]
Chidi Ibe is a United States based Independent Expert on Energy, Environment and Climate Change. He is a visiting lecturer and speaker to numerous private and governmental organizations and institutes globally. He is a Member of the Governing Board of Institute of Natural Resources, Environment and Sustainable Development (INRES), University of Port Harcourt, Nigeria.[16]
