Early life and career
Coe was born in Calvert County, Maryland, and moved to the Washington, D.C., area early in life. He graduated from Randolph–Macon College, worked as an assistant examiner in the Patent Office, served in the United States Army during World War I, and later earned a law degree from George Washington University Law School.[2]
