The Costa Mesa City Council is the governing body of the city of Costa Mesa, California. The city operates under a council-manager form of government with a separately elected mayor and a council-appointed city manager. The council currently consists of 7 members, one of whom is the mayor. City council members serve a four-year term while the mayor serves a two-year term. Both council members and the mayor are limited to two successive terms.

Past councils[edit]

1953-2018 (at large)[edit]

From 1954 to 1980, general municipal elections were conducted in March or April of even-numbered years. The 1954 election put all 5 Council seats on the ballot, with the top two vote-getters, Charles TeWinkle and Claire M. Nelson, receiving a full four year term and the bottom three receiving a two year term. In November 1981, the City Council adopted Ordinance 81-22[1] which consolidated future general municipal elections with the November statewide general elections.

2018-2020 (Transition)[edit]

In 2016, the voters approved Costa Mesa Measure EE, which transitioned the Council from an at-large system and appointed mayor, to a by-district system with a directly elected mayor. The 2018 election had candidates for mayor and three council districts, with three remaining councilmembers finishing their four year term.

2020 and after (by district)[edit]

The 2020 election completed the transition to by-district elections, with each district having elected a councilmember.
