Criminal Records Keeping in Tanzania Police

Introduction[edit]

Criminality is part of human nature and society and no society can claim to be completely crime free. Crimes arises due to social and economic factors such as poverty, population growth, illiterate, religious and many more. For many years since independence, Tanzania police stations still handle most of it activities of keeping criminal records using a traditional manual methods.

Procedures involved in filing a complaint in Tanzania police stations[edit]

The process of keeping and managing records begins at the reception unit where the police officer responsible for crime records management receive the complaint from the accuser. The officer records particulars such as names, type of crime committed, location and time in a book called report book. The record enters into a book and assigned a unique number called report book(RB) number which is also given to the accuser to help him or her be able to track for progress of his or her case. Another unique number called investigation registry (IR) number is assigned to a recorded crime and also given to investigation officer who will be responsible for investigation of the registered case.  Many police stations in Tanzania still compile many criminal documents by hand through steps stated above. The vast growing of population increases the rate of crime which in turn leads to increase of cases recorded in police stations. The total number of Criminal offences that were reported in police stations in the years 2013, 2014 and 2015 in our country were 1,248,653, 1,654,247 and 1,909,685 respectively.

Problems resulting from traditional manual way of keeping criminal records[edit]

The conventional way of reporting to a police station to file a complaint in many police stations in Tanzania leads to

  • Consume time in recording and accessing of cases
  • Natural disasters like floods or fire may lead into loss of records
  • Requires enough physical space to keep files
