Central Park Sale

February 2021, Kenora City Council announced they would be selling Central Park for a quadplex. On June 28, 2022, the Ontario Land Tribunal ruled against City Council.[1]

Dump Profiteering

March 2022, Kenora City Council approved a plan to charge "non-residents" $3 per bag tag.[2] Kevin Gannon, Director of Engineering, suggested Kenora "introduce and lay ‘significant’ fines on non-residents who try to purchase and use bag tags labeled for Kenora residents". [3]

The dump itself is located in the unorganized territory, with a service area including several unorganized territories and the city of Kenora merely the operator. The dump is not subsidized by Kenora residents, but is rather a revenue-generating stream.[4]

City council later rescinded the plan to charge non-residents more.[5] In July 2020, all but one member of City council voted to defeat the bylaw. [6]


Anti-Loitering Bylaw

During the COVID-19 pandemic, the City of Kenora proposed a bylaw making loitering illegal within city limits. Raj Dhir, Executive Director of the Ontario Human Rights Commission, urged Kenora City Council to reject the proposed by-law, referencing the Commission's report of 2019 found here: https://www.ohrc.on.ca/en/news_centre/report-and-recommendations-homelessness-kenora[7]

Land Hoarding
The various social services agencies in Kenora are currently engaging in "land hoarding", contributing to the housing crisis in the city. Below is a growing list of lots currently being unused, in ownership of various non-profits.
