J. David Lashar (born July 16, 1963)[1] is an American Libertarian politician, IT executive and policy analyst. In 2018, he ran in the 2018 United States House of Representatives elections in Maryland for the 3rd Congressional District, and was defeated by incumbent John Sarbanes.[2] Lashar is currently the Libertarian Nominee for governor in the 2022 Maryland gubernatorial election.[3]

Lashar is the author of Options for U.S. Highway and Infrastructure Policy in the Post-interstate Era, a publication from the House Wednesday Group on Federal aid to transportation.[4]

Lashar currently lives in Annapolis with his wife Margaret and teenage daughter.[5]

Early life and career[edit]

Lashar was born in York, Pennsylvania. In 1985, he graduated from Dartmouth College with a degree in Russian Studies. In 1988, he joined the presidential campaign of Sen. Bob Dole. From 1988 - 1992 Lashar served as a policy analyst for the U.S. House of Representatives legislative caucus The House Wednesday Group, specializing in infrastructure, trade, and budgets.[1]

In 1994, Lashar received an M.B.A. from Carnegie Mellon University.[6] Upon graduation, he joined Xerox Corporation.[1]

In 2016 Lashar was appointed to serve as the Chief Information Officer for the Maryland Department of Health, and served as a commissioner on the Maryland Transportation Commission. In 2017 he was appointed to Chief Operating Officer and Chief of Staff.[7] He also served on the Budget Reform Commission.[1]

He is currently an IT Executive for a global IT consulting business, a thought leader on low-code solutions, and an advocate for government adoption of low-code technology.[8][9]

Political views and statements[edit]

Education[edit]

On July 11, 2022, WJZ Baltimore (CBS) held a Maryland Gubernatorial Town Hall Debate sponsored by the Baltimore Teacher Network and the Maryland Alliance of Public Charter Schools. Here, Lashar states that the "Kirwan report and initiatives have not fulfilled the Kirwan mission." Lashar said that the number one challenge facing education in Maryland is that we need to bring a "healthy skepticism to the Kirwan blueprint" because it is "simply going to pour vastly more money into the system that has already failed Maryland and Baltimore so comprehensively..."[10]

Lashar has stated that innovation and accountability can be achieved if we "inject more choice" into the education system, "not just for the students... but for the teachers themselves.[11]

War on drugs[edit]

David Lashar has expressed that he supports an end to the war on drugs, saying "For reducing violent crime, we must end the war on drugs."[7]

Repeatedly in the December 2021 Maryland State Bar Association Gubernatorial Interview with Bobby Zirkin, Lashar points to the war on drugs as the root cause of gun violence in Maryland.[12]

At the Legislative Black Caucus of Maryland forum held on October 14, 2021, David Lashar stated he supports legalizing drug distribution and expanding mental health support and ending the war on drugs.[13]

Limits on emergency powers[edit]

On the issue of the 2022 Covid-19 shutdowns, David Lashar states that while emergency powers may be necessary, there must be "strict limitations on the ability of government authorities to assume extraordinary powers upon declaration of a health emergency."[7]

Public transportation[edit]

David Lashar says the Red Line light rail in Baltimore is “a waste of money," but that he will prioritize a bus and van fleet solution for East to West Baltimore transportation.[14]

Climate change[edit]

In the forum on climate change hosted by the League of Conservation Voters and Maryland Matters on March 9, 2022, Lashar stated he was “concerned but not panicked” about climate change. Lashar expressed support for expanding the state's clean energy portfolio to include nuclear power, saying it is necessary “for us to achieve net-zero goals with reliable power that is affordable to all Marylanders..."[14]

Maryland Matters published an article on October 3, 2022 with the headline: Libertarian David Lashar: I can overtake Dan Cox — and help defeat ‘Trumpism’, exploring the likelihood that a third party candidate could could in second place in the 2022 Maryland Gubernatorial Election.[15]

On September 23, 2022, David Lashar appeared on the Maryland Public Television (MPT) State Circle "Ask the candidates" program.[16]

On September 20, 2022, Maryland Matters reported they would be co-hosting a forum for state-wide candidates with the League of Women Voters. The live online forum for gubernatorial candidates will be held on on Oct. 13 from 7-8:30 p.m.. Democratic nominee Wes Moore declined. The confirmed candidates participating are Delegate Dan Cox (Republican Party), David Harding (Working Class Party) David Lashar (Libertarian Party) and Nancy Wallace (Green Party).[17]

On September 19, the Washington Post reported the polling from Goucher, in partnership with the Baltimore Banner and WYPR, on the 2022 Maryland Gubernatorial Election. 4 percent of those polled said they would be supporting Libertarian candidate David Lashar.[18]

The publisher and CEO of The Duckpin, Brian Griffiths, endorsed David Lashar on September 6, 2022 stating, "Libertarian candidate David Lashar has more relevant public service experience than either Dan Cox or Wes Moore."[19]

WBAL reported on August 4, 2022, that at a ribbon cutting ceremony, current Governor Larry Hogan (Republican) was asked who he will support for Governor in the 2022 election. Hogan replied, "I mean, look, there's a third candidate in the race, and we'll have to take a look at...There's a Libertarian candidate that's got seemingly more experience than the other two."[20]

Pamela Wood from the Baltimore Banner published a piece on August 1, 2022, with the headline: Maryland’s Libertarian candidate for governor says he offers a ‘compelling alternative.'[22]

On July 5, 2022 WFMD Free Talk Radio published the interview, Get To Know: David Lashar For Maryland Governor where he is given 30 seconds to answer a series 4 questions asked of all the Maryland Gubernatorial candidates.[23]

On June 10, 2022, an Op-Ed was published in The Baltimore Sun titled "Libertarian candidate for governor Lashar deserves more coverage".[24]

Maryland Matters invited the 2022 candidates for governor to outline their first 100 days in office.[25]

On May 17, 2022, the Baltimore Sun included David Lashar in their 2022 Voter Guide.[7]

On October 19, 2021, John Kurtz from Maryland Matters reported on the Libertarian Party of Maryland central committee meeting where David Lashar and his running mate Christiana Logansmith were nominated for Governor and Lt. Governor respectively.[26]
