David Marks (September 24, 1973) is an American politician. He has been a member of the Baltimore County Council since December 2010, representing the 5th District of Baltimore County. He was reelected without opposition in 2014.
Early Life and Education[edit]
A native of Perry Hall, Maryland, Marks graduated from Perry Hall High School in 1991 and is the first alumnus of that school to serve on the Baltimore County Council. He graduated from the University of Maryland, College Park with a B.A. in government and politics in 1995. He graduated with high honors receiving the H.C. Byrd Award, given to the outstanding male graduate. He graduated from The Johns Hopkins University Institute for Policy Studies in 1997 with an M.A. in public policy.
Professional Background[edit]
From 1997 to 2010, Marks served in legislative and administrative positions in the transportation indusrty, including at the U.S. Department of Transportation where he staffed the National Surface Transportation Policy and Revenue Study Commission. He served as the Chief of Staff of the Maryland Department of Transportation during the administration of Governor Robert Erlich, Jr. Beginning in 2012, he has served as an adjunct instructor at Loyola University Maryland.
Community and Political Leadership[edit]
Prior to his election to the Baltimore County Council, Marks served as the nine-term president of the Perry Hall Improvement Association. He was an officer in the Baltimore County Historical Trust and the Northeast Area Educational Advisory Council. An Eagle Scout, he is a member of the governing body for the Baltimore Area Council of the Boy Scouts of America. Since his election to the Baltimore County Council, Marks has focused on education, planning, and transportation issues. The Fifth District that he represents includes Downtown Towson, Loch Raven Village, Perry Hall, White Marsh, and Kingsville. Marks successfully pushed for the construction of eight new parks and three new schools that will serve the Fifth District. He authored the first-ever "open-space" zoning in Baltimore County, as well as legislation that created the Baltimore County Charter Review Commission.
