I had a look at the critiera for Notability (films)... I would argue "The film represents a unique accomplishment in cinema, is a milestone in the development of film art, or contributes significantly to the development of a national cinema" with television instead of cinema as it was the first commercial television primetime television play in Brisbane. Also "The film was successfully distributed domestically in a country that is not a major film producing country, and was produced by that country's equivalent of a "major film studio" - the film was successfully made in Brisbane which is not a major tv drama producing city and was produced by the quivalent of a TV studio i.e. a commercial station.
