Defense Equal Opportunity Management Institute
The Defense Equal Opportunity Management Institute (DEOMI) was founded[where?] in 1971 as the Defense Race Relations Institute (DRRI). DRRI was founded as part of the recommendations of the Theus Commission, which was established to make recommendations to the Secretary of Defense to improve racial tensions in the Department of Defense (DoD). DEOMI's mission is to provide training, education, research and development on a variety of human relations topics across the DoD. Since 2005, DEOMI's Executive Directorate of Research, Development and Strategic Initiatives has been lead by Dr. Daniel P. McDonald. The DEOMI Organizational Climate Survey (DEOCS) was made available online for the first time in 2005. The DEOCS is a survey tool that is scientifically validated to measure organizational climate factors on a variety of human relations and organizational effectiveness factors that can impact readiness.
Under Dr. Daniel P. McDonald's direction, the use of the DEOCS by Commanders gradually grew from about 10 per week into approximately 400 weekly. The DEOCS is now directed by policy and is the DoD's required command climate assessment tool. The creation of the DEOCS was a grass-roots research and development project that continues to evolve to this day. Dr. McDonald evolved the DEOCS from just a climate assessment tool, into what is now termed the "Assessment to Solutions" process. The DEOCS is not a continuous unit level climate measurement and performance improvement system. The DEOCS version 4.1 Assessment to Solution System was launched on August 1, 2017 as the latest version. The Assessment to Solutions process supports individual command representatives or administrators through the complex process of conducting a command climate for their respective Commanders, as well as provides tools, resources, training, and education related to each factor or topic measured on the DEOCS. These tools are research and practitioner-based resources to support Commanders in improving climate and behaviors and ultimately improving effectiveness.
