D18, I.e. Democracy 1918 Movement, was founded in 2013 by social and political activists. The organisation takes its name from the Azerbaijan People's Republic, founded in 1918. In the fall of 2013, Ruslan Izzetli, the former deputy chairman of the Umid Party, was elected as the Chairman of the Movement. From 2013 to 2021, Ruslan Izzetli led the organization, and although the Movement participated in the parliamentary elections, it did not claim power directly. In the fall of 2021 (18.09.2021), Ahmad Mammadli, who has been a member of the Movement since 2019 and holds responsible positions in various branches of the organization and is also known as a student activist and the chairman of the Student Power Center, the first independent student movement of Azerbaijan, Ahmad Mammadli, is elected the new chairman of the Democracy 1918 Movement.

Although the movement acts as a defender of general democratic values between 2013 and 2021, the organisation's leadership consisted of persons representing the right-center position.

20-year-old Ahmad Mammadli, who had been acting as chairman since September 18, 2021, chooses the organisation's adoption of an ideological program as a primary political task, and mainly left-oriented people flock to the ranks of the Movement. Later, some members protest the ideological orientation of the organisation and left the ranks of the Movement. After 6 months of discussion and internal debates, with the vote of more than half of the members of the Movement, the organisation announces its political ideological program to the public on the 9th anniversary of its establishment, declares itself as a leftist movement, and declares its commitment to power.

Since March 18, 2022, the only left-wing organisation in Azerbaijan is the Democracy 1918 Movement. The movement is a political organisation that combines social-democracy, social-liberalism, and democratic-socialism in the left-center spectrum. Movement had also founded under its political activity two independent social organisation as Student Desk and Worker's Desk.

Democracy 1918 Movement has announced on 10 September 2023, its intent to cease its activities citing continued government pressure against their members and a lack of resources.
