I have been doing extensive research into this party to clarify notability etc. Multiple things to note;
1) I cannot find any evidence a party called Democratic Transformation ever existed. In official election results, there is a "TD" party listed but this is TD - MOVIMIENTO TRABAJO Y DEMOCRACIA which translates to Work and Democracy Movement. The TD party is e.g. here in these election results and did win one seat in the 2002 elections. However, this was a regionalist party, and crucially I can't see it listed in the annex of this source which was the basis for the election results listed on Wikipedia and where the claim of "Democratic Transformation" winning a seat first came from. It seems likely therefore that the original secondary source author got confused by the TD designation and perhaps incorrectly called them Transformacion Democratica? There is no evidence of a party with this name in official records; only the regionalist party TD - MOVIMIENTO TRABAJO Y DEMOCRACIA officially associated with the TD acronym: CNE Atlas source. There are 5 parties with the name transformacion listed there as official parties during 2002-2007, and none of them bear any resemblance to Democratic Transformation.
2) a second point of confusion stems from a claim about a presidential candidate, but he was from Movimiento Transformación Social Independiente (TSI) - there is extensive coverage on this which was partly why I initially deprodded the article. However, this party was list 22, and did not win any seats, and appears to be a very distinct and separate party from TD MOVIMIENTO TRABAJO Y DEMOCRACIA and doesn't have any description as Transformacion Democratica.
Effectively, it seems likely that a. The secondary source misinterpreted the party names and b. The wikipedia editor who created the page also got confused, including conflating TSI with TD due to similar sounding names that focus on the word transformation. That is the only logical explanation I can think of; again I cannot find any evidence of a party with the name. An examination of the 2002 general election page may also be needed if a previously key source is not reliable.
