Development Strategy Center (DSC) is an information-analytical center, established according to the order of the President of the Republic of Uzbekistan on 14 February 2017,  № PO 4849 "On organizational measures to implement the National Action Strategy on Five Priority Development Areas 2017–2021".[1]

Decree of the President of the Republic of Uzbekistan of 7 February 2017 on the National Action Strategy on Five Priority Development Areas 2017 – 2021,[2] defines concrete and vital reforms, as well as mechanisms for their implementation, aimed at drastic increase of effectiveness of ongoing transformations in the country, comprehensive and accelerated development of the governance and society, modernization and liberalization of all sectors of activities.  

Development Strategy Center was established by the Order of the head of state of 14 February with the aim to combine efforts and carry out the works for effective conduct of expert and public discussion of activities envisaged in the Action Strategy, as well as actively involve civil society institutions, Experts and scholars in the process of democratization and modernization of the country.

DSC is a non-governmental non-profit organization and established under the foundation of the Independent Institute for Monitoring the Formation of Civil Society,[3] the Institute for Monitoring of Current Legislation under the President of the Republic of Uzbekistan,[4] the Chamber of Commerce and Industry,[5] the Chamber of Advocates of Uzbekistan,[6] the Academy of Public Administration under the President of the Republic of Uzbekistan,[7] the National Association of Electronic Mass Media,[8] the National Association of Nongovernmental Nonprofit Organizations.[9]

Goals and tasks[edit]

1. The main objectives of the Center's activities are qualitative and fully fledged information and analytical support for the implementation of the National Action Strategy on Five Priority Development Areas 2017–2021 (hereinafter referred to as the Action Strategy),[10] including the activities of the commissions on implementation of the Action Strategy (hereinafter referred to as the Commissions).

2. In order to fulfill its objectives, the Center carries out the following tasks:

  • organization of in-depth study of international best practices, international standards, as well as assessments, opinions of international organizations and experts, civil society institutions on the five priority areas of the Strategy of Actions and annual action programs for implementing the Action Strategy ("annual programs");
  • organization of wide expert and public discussion of activities within the framework of the Action Strategy and annual programs;
  • ensuring a comprehensive study of acting legislation and law enforcement practices, analytical, statistical and other materials in the areas of the Action Strategy;
  • assistance in the preparation of draft annual programs;
  • development of short-term, medium-term and long-term programs (road maps, targets, etc.) in the areas identified by the Development Strategy;
  • development of reasoned proposals on concrete measures for the effective implementation of the Action Strategy, including the preparation of draft Laws, By-laws and other acts provided for in the annual programs;
  • organization of internships and training for national specialists and experts in foreign countries, including in leading research centers and educational institutions;
  • attraction (order) of research and sociological work of leading national and foreign scientific, research and educational institutions;
  • forecasting and development of indicative figures, as well as setting targets for economic or social development indexes used by authoritative international organizations;
  • implementation of scientific, fundamental and applied research in the socio-economic, socio-political and judicial-legal sectors;
  • establishment and expansion of cooperation with international, foreign scientific, research, analytical and educational institutions;
  • broad informing of the population, businesses, civil society institutions and the international community on the implementation of the Action Strategy, including through the organization of conferences, seminars and roundtables.

DSC can carry out other tasks necessary for the implementation of its goals.

Activity[edit]

The Development Strategy Center conducts its activities in several areas:

  • Coverage of implementation of the Action Strategy programs. The Development Strategy Center signed Memorandums and conducts close cooperation with the leading mass media of Uzbekistan. Also, DSC signed a memorandum with the 24-hour national information and analytical television and Radio channel Uzbekistan 24,[11] created by the Decree of President Shavkat Mirziyoyev.

  • DSC is a platform for studying the opinion of the population about the activities carried out within the framework of the Action Strategy, ensuring an open dialogue between state bodies and the people. Thus, from August to September 2017, the DSC specialists carried out a survey among the population on the study of public opinion on the Reforms carried out in 2017, and proposals were collected from citizens for inclusion in the draft State Program for 2018. This event was initiated by President Shavkat Mirziyoyev – Resolution was adopted on 15 August, No. PR-5024 "On measures for the further implementation of the National Action Strategy on Five Priority Development Areas 2017–2021."[12] In accordance with the document, proposals submitted to the draft State Program are considered only after their preliminary discussion with the general public. In 2017, the DSC also conducted on its official[13] website a sociological survey entitled ‘Notary offices should work for the good of the people.’[14] It got involved 1104 citizens from all regions of the Republic of Uzbekistan. According to the results of the analysis, the majority of citizens (32.1%) used the services of notary offices for the last month, 21.6% of respondents used within the last three months. Moreover, in order to study public opinion on the implementation of reforms in all priority areas of the Action Strategy, the DSC specialists conducted public monitoring in polyclinics and hospitals, passport desks and in the district Road Safety Offices.
  • DSC is engaged in monitoring the implementation of projects, reforms and activities envisaged in the Action Strategy. The Center has developed a system for receiving and processing reporting information. The Center receives monthly reports in the form of references from ministries and departments of the Republic of Uzbekistan on the implementation of the activities of the Action Strategy Program.[15] Further, this information is processed and sent to the Commission on implementation of the Action Strategy.

  • The Development Strategy Center is actively cooperating with international and foreign organizations, research, information-analytical and educational institutions. The DSC studies advanced foreign experience with a view to its application in carrying out activities within the framework of the implementation of the Action Strategy, develops specific measures for preparing the draft laws, by-laws and other documents envisaged by the Strategy. In 2017, the DSC held more than 30 working meetings with representatives of various international organizations. During these meetings, agreements on cooperation in various areas were reached. Thus, the DSC signed a Memorandum of Cooperation with the Regional Dialogue International Nongovernmental Organization. As part of the Memorandum, leading US lawyers from the Boston College Law School, University of Vermont and the US Federal Judicial Center visited Uzbekistan. The Development Strategy Center actively cooperates with the British Embassy.[16] As a result of the joint work carried out, draft laws ‘On amendments and additions to the Law of the Republic of Uzbekistan on Mass Media’[17] and ‘On amendments and additions to the Law of the Republic of Uzbekistan on the Protection of Professional Activities of a Journalist'[18] were developed. As part of this cooperation, a group of Journalists from Uzbekistan traveled to London to be acquainted with the work of the leading British TV channels and their experience. Besides, the DSC signed memorandums on cooperation with leading universities and research centers of China and South Korea.

One of the activities of the Development Strategy Center is acquaintance and study of the experience of foreign countries, assessments of international organizations and experts. To this end, the DSC conducts meetings and talks with representatives of international organizations and Diplomatic missions accredited in Uzbekistan, including UNESCO, UNDP, the World Bank Office, JICA, USAID, the Office of the Project Coordinator of the Organization for Security and Cooperation in Europe[20] (OSCE) in Uzbekistan, the Delegation of the European Union, the Office of the EU Erasmus+ program, the European Bank for Reconstruction and Development (EBRD), Department of Political Affairs of the Ministry of Foreign Affairs of Switzerland, Office of Friedrich Ebert Foundation in Tashkent, the Office of Konrad Adenauer Foundation in Tashkent, as well as the Embassies of the United Kingdom, the United States, the People's Republic of China and the Republic of Latvia and others. Following the meetings, the Memorandums of Cooperation signed. For example, the Memorandum signed with the Regional Dialogue International Nongovernmental Organization provides for a number of projects aimed at attracting foreign experts from leading international and educational institutions. During the visit to the Republic of Korea, the memorandums were also signed with the Jeju Peace Institute, the Asia-Pacific Research Center, Hanyang University and the Kookmin University.
