Dmytro Natalukha (Ukrainian: Дмитро Андрійович Наталуха) (born September 15, 1987, Moscow) - Ukrainian politician and public figure, Member of the 9th Ukrainian Verkhovna Rada convocation (People's Deputy of Ukraine), human rights activist.[1], chairman of the Committee on matters of economic development in the 9th Ukrainian Verkhovna Rada [2].

The Law of Ukraine on Concession

On October 2, 2019, the Verkhovna Rada, in its second reading, generally adopted a law on concession, which stipulates the conditions for attracting private capital to the management of state property.

According to the explanatory note, the use of the concession mechanism will enable the state to attract significant private investment to modernize and improve the use of infrastructure such as seaports, river ports, highways, airports, other state-owned facilities [4].

The Law of Ukraine on Amendments to Certain Legislative Acts of Ukraine in connection with the adoption of the Law of Ukraine "On Standardization"

On September 20, 2019, the Verkhovna Rada adopted the Law "On Amendments to Certain Legislative Acts of Ukraine in connection with the Adoption of the Law of Ukraine" On Standardization "" (Bill No. 1068).

Before the second reading, the profile committee adopted 23 amendments, most of them technical and legal.

The provisions of the Law are aimed at bringing the national standardization system into line with international and European practices, in particular:

The voluntary application of the standards is in line with the requirements of the WTO Agreement on the Technical Barriers to Trade, as well as European principles for standardization.

Also established that the legislation should not contain provisions providing for oversight of standards and penalties for non-compliance with standards [5].

The Law of Ukraine on Amendments to Certain Legislative Acts of Ukraine Regarding State Regulation of Space Activity

On October 2, 2019, the Verkhovna Rada adopted the Law "On Amendments to Certain Legislative Acts of Ukraine Regarding the State Regulation of Space Activities" (Bill No. 1071).

308 People's Deputies of Ukraine voted in favor of the decision during the plenary session.

The purpose of the Law is to ensure the development, increase of investment attractiveness, as well as to create a competitive environment for the development of space industry in Ukraine, along with the public sector of private property enterprises.

The Law amends the Code of Ukraine on Administrative Offenses and the Laws of Ukraine, in particular, "On Entrepreneurship", "On Space Activity", "On Insurance", "On the Permit System in the Field of Economic Activity" and "On Basic Principles of State Supervision (Control)" in the field of economic activity "for the purpose of lifting restrictions on the conduct of activities related to the test, production and operation of space vehicles launch, including their space launches for any purpose, for space operators Second ownership and normalization of the specified activity conduction [1].

During the events of Euromaidan, he translated and adapted into Ukrainian the song "Do you hear the people sing?" From the musical Les Misérables.
