Douglas Michael Kleiner (born December 30, 1963) is an American practitioner and professor of sports medicine and tactical medicine.

Early life[edit]

Kleiner was born in Elkhart, Indiana to Cecelia "Babe" (Diamond) and Jack B. Kleiner. Jack owned several small discount stores in Elkhart and surrounding cities. At age 5, the family moved to Hollywood, Florida after Jack was diagnosed with Multiple Sclerosis and retired from work. Doug has three older siblings; Harvey Kleiner (a physician in South Florida), Leslie Rothenberg (a Judge in South Florida), and Robert Kleiner (a dentist in Atlanta, Georgia). Doug attended Sheridan Hills Elementary School (Hollywood, FL), Olsen Middle School (Dania, FL), and Hollywood Hills High School (Hollywood, FL). As a freshman at Hollywood Hills High School, Doug began his sports medicine training as a student athletic trainer.

Education[edit]

Kleiner attended the University of South Florida (Tampa, FL), where he received his Associate of Arts (A.A.) degree in General Studies in 1984, followed by his Bachelor of Arts (B.A.) degree in Education/Health Education in 1986, followed by his Master of Arts (M.A.) degree in Exercise Science in 1988. He then attended Auburn University (Auburn, AL) from 1988-1992, where he earned his Doctor of Philosophy (PhD) degree in Exercise Physiology. His doctoral dissertation committee Chair, and mentor while at Auburn, was Daniel Blessing, PhD.

Kleiner was inducted into the Phi Kappa Phi, Interdisciplinary National Honor Society, as well as the Kappa Delta Pi, National Honor Society in Education.

Later in life he went on to earn technical certificates in Emergency Medical Services at the Florida Community College at Jacksonville (Jacksonville, FL), in 2000, and then in Basic Law Enforcement (Police Academy), at the St. Johns River Community College (St. Augustine, FL), in 2007.

Academia[edit]

Kleiner's full-time career as an academic professor began at Illinois State University (Normal, IL), where he served as the undergraduate athletic training program director, and director of the athletic training laboratory between 1992-1995. While there he received several teaching awards, and was a candidate for the Jorndt research award.

He then returned to Florida in 1995 where he assumed the position of Sports Medicine-Athletic Training Education Program Director at the University of North Florida (Jacksonville, FL). During his time at the University of North Florida he established one of the most recognized programs in the Country, and achieved initial accreditation for the program. Personally, he was well recognized and was promoted to Associate Professor, was granted tenure, and was awarded a sabbatical. He was also recognized by receiving a Teaching Incentive Program Award, and the Outstanding New Faculty Member for the College of Health, as well as the Outstanding Undergraduate Teaching Award for the University.

He then joined the academic faculty at the University of Florida, College of Medicine, Health Science Center in 2001-2006 (Jacksonville, FL). In his first year he held a split appointment between the Department of Orthopedic Surgery, and the Department of Emergency Medicine. His roles in Orthopedic Surgery were as Director of Sports Medicine, and Director of Clinical Research. After one year, he became a full-time member of the faculty (Research Associate Professor) in the Department of Emergency Medicine. During his tenure, he assumed responsibilities as the Director of Research, Division Chief of Prehospital Services (Field Operations), and Director of Sports Medicine, and Director of Tactical Medicine.

Kleiner also holds an academic position as an Adjunct Associate Professor at Wright State University (Dayton, OH), in the Boonshoft School of Medicine, Department of Emergency Medicine, Division of Tactical Emergency Medicine.

Kleiner's career as a professor also included several other adjunct appointments, including: Affiliate Instructor, Bradley University, School of Physical Therapy (Peoria, IL); Member of National Faculty, The United States Sports Academy (Daphne, AL); Guest Lecturer and Substitute Graduate Teaching Assistant, Auburn University (Auburn, AL); Guest Lecturer, Tuskegee University (Tuskegee, AL).

Scholarship[edit]

Douglas Kleiner is a prolific researcher with more than 35 articles published in the most reputable peer-reviewed journals, and more than 150 refereed published abstracts. He has published nearly 100 editorials, reviews, and other non-reviewed articles. He is an author or co-author of two books, several book chapters, and other monographs, preface materials, etc. He is also an author or co-author on several position stands and opinion papers for national associations.

Among the topics of which he is considered an expert includes; Emergency management of injured athletes, Heat illness, Emergency planning in athletics, Spine-injured athletes, Sports concussion, the "Tactical Athlete", and use of force/less-lethal weapons.

He is an accomplished speaker, and has presented his research at more than 200 professional meetings or conferences. He has also been an invited speaker, panelist, task force member, or moderator at many professional meetings and conferences.

Kleiner was named the Chair of the Inter-Association Task Force for the Appropriate Care of the Spine-Injured Athlete, which was sponsored by the National Athletic Trainers Association. With more than 40 professional medical associations represented on the task-force (including many notable participants such as; Robert Cantu, MD, Jay Rosenberg, MD, Robert Watkins, MD, Stuart Weinstein, MD, Julian Bailes, MD, Joe Waeckerle, MD, Stanley Herring, MD, and Henry Feuer, MD), the group produced a large body of work, including a widely distributed consensus paper, and dozens lectures. Kleiner also co-produced, along with co-chair Jon Almquist, a substantial series of educational materials (video, posters, teaching materials, etc.) to accompany the Task Force's recommendations.

Kleiner has received substantial funding for his research over the years (intramural, extramural, and U.S. Government). Some of his latest work has been funded by the United States Department of Justice. Those studies have evaluated the injuries produced by less-lethal weapons (mostly TASER), and the effects of ballistic body armor on core body temperature in working law enforcement officers.

Douglas Kleiner also served on the Institutional Review Board (IRB) for the University of Florida College of Medicine for five years. He currently serves on the Institutional Review Board (IRB) for Kappa Resources International, and is a member of the Association of Clinical Research Professionals.

Sports Medicine[edit]

Kleiner started his sports medicine career by serving as a student athletic trainer while attending Hollywood Hills High School (Hollywood, FL). During those four years, Doug worked primarily with football, basketball, and baseball, all of which won multiple championships during his tenure. His mentor was George Dolnick. During the summers he attended student athletic trainer workshops at the University of Miami (Coral Gables, FL), Florida State University (Cramer workshop)(Tallahassee, FL), and University of Central Florida (Orlando, FL).

Doug then made the University of South Florida (Tampa, FL) his college choice and spent his first year working as a student athletic trainer for the baseball team which won its conference's championship that year and proceeded to the NCAA regional tournament. In subsequent years Kleiner worked for the USF men's basketball team, and for the University's recreational sports department. While at USF, Kleiner also worked with several high school football teams - but predominately T.R. Robinson High School (Tampa, FL), where he served as the Head Athletic Trainer. His mentors were Anthony Joniatis, ATC at USF, and Steve Glickman, ATC at the high schools. During graduate school Kleiner also worked as the Head Athletic Trainer for the Tampa Bay Rowdies professional indoor soccer team, and was a substitute athletic trainer for World Jai-Alai (Tampa, FL). While in Tampa, he completed an internship at The Tampa General Hospital, and also worked with Glickman coordinating the medical coverage for the Gasparilla Distance Classic 15km Road Races, as well as the Hall of Fame Bowl/Outback Bowl, college football bowl games.

While in college, Kleiner also served as an intern for the Miami Dolphins, under the mentorship of Bob Lundy, ATC. Kleiner spent each summer in Miami covering mini-camp, and training camp before returning to school. He spent 5 years with the Miami Dolphins, and in the last few years he would also cover several home games in Miami, as well as playoff games. While there, the Miami Dolphins won the AFC Championship.

After finishing his Master's degree, Kleiner selected Auburn University for his doctoral program. At Auburn, he served as a Graduate Assistant Athletic Trainer for the football team, working with Herb Waldrop, ATC, and the legendary sports medicine physician Jack Hughston, MD. During his tenure, Auburn won a conference championship and participated in two bowl games.

Kleiner then spent almost the next 20 years primarily in academia, although he remained active as a sports medicine provider. While in Jacksonville, he covered several events/teams via his position as the Director of Sports Medicine for the University of Florida, College of Medicine's Health Science Center in Jacksonville. He also held part-time employment as an Athletic Trainer for the Baptist/St. Vincent’s Health Care System, and as an Athletic Trainer Consultant and Rehabilitation Technician at St. Luke’s Hospital, and the Mayo Clinic Jacksonville. However, most of the events and teams he covered during that time was done through North Florida Sports Medicine, Inc., of which Kleiner is the founder and CEO. Kleiner also spent time on the professional tennis circuit as a Sports Medicine Therapist (Athletic Trainer) for the United States Tennis Association (USTA) (White Plains, NY).

Finally, Kleiner served as the founding Director of Sports Medicine for the expansion team Jacksonville Sharks of the resurrected Arena Football League. During his 3½ years there, the team won 3 conference championships and ArenaBowl XXIV.

Tactical Medicine[edit]

Kleiner became involved in Tactical Medicine while working in the Department of Emergency Medicine at the University of Florida College of Medicine with his mentor William Bozeman.

He initially became certified in Tactical Emergency Medical Support, with the Emergency Medical Technician - Tactical (EMT-T) certificate, via the Counter Narcotics and Terrorism Operational Medical Support (CONTOMS) Course (Class #80), by the Integrated Force Health Protection Program, Uniformed Services University of the Health Sciences, Casualty Care Research Center.

Several other certification courses followed, including: Tactical Emergency Medical Support course by the National Tactical Officer's Association. Provider and Instructor Certificates in Advanced HazMat Life Support (AHLS) by The American Academy of Clinical Toxicology and the University of Arizona Emergency Medicine Research Center. Certificate in Advanced HazMat Operations / WMD Incident Complexities (Operations Level HazMat response) by The Department of Homeland Security, Center for Domestic Preparedness. Certificate in Emergency Response to Terrorism TC by the National Fire Academy, United States Fire Administration. Incident Response to Terrorist Bombings. Weapons of Mass Destruction Training by the New Mexico Institute of Mining and Technology Energetic Materials Research and Testing Center. Certificate in Advanced HazMat Operations / WMD Incident Complexities (Operations Level HazMat response) by The Department of Homeland Security, Center for Domestic Preparedness.

Kleiner became prominent as an instructor/educator in tactical emergency medical support. He served as an instructor for several programs, including the nationally-known CONTOMS program (of which he was a graduate), and he was the Director of Tactical Medicine for Tier 1 Group (Jacksonville, NC). Kleiner is also the founder and President of Tactical Medics International (Jacksonville Beach, FL), which is among the most respected of all providers of tactical medicine training.

Prior to leaving the University of Florida, Kleiner founded Tactical Medics International, which provides medical support to agency SWAT teams, much like he did through the Department of Emergency Medicine at the University of Florida College of Medicine. Tactical Medics International, Inc. (TMI) (Jacksonville Beach, FL) specializes in tactical (law enforcement) medicine and military combat medicine, including tactical combat casualty care. TMI offers training and education, as well as operational medical support for civilian tactical (SWAT) teams, the Department of Homeland Security, the United States Military, and Department of Defense contractors. TMI’s personnel are comprised of subject matter experts with extensive backgrounds in Military Special Operations and Civilian SWAT Tactical Emergency Medical Support. TMI also deploys trained and licensed human assets to provide medical support to an Agency which does not have their own personnel (or with the specialized training required), or will assist, support or augment an Agency’s Medics or other personnel in providing on-site medical services. Additionally, Tactical Medics International operates a full-time Mission Support Center. This center is available to all TMI Medics and other identified personnel. This hotline serves many purposes, but is used mostly for on-line medical authorization and control. Kleiner not only serves as the President and CEO of Tactical Medics International, but he is actively involved as a practitioner of tactical medicine for all areas of the company. He personally serves as the lead instructor for most courses, and remains active as a tactical medic for many local, regional, and Federal agency SWAT teams. Kleiner heads all aspects of TMI, and is involved in all of the high-risk, classified, or counter-terrorism activities of the company. TMI has a unique Division of Research & Development, headed by Kleiner. The expertise of several of TMI’s researchers enables TMI to conduct clinical trials with human or animal subjects, as well as testing and development for a number of projects and products. TMI has been proud to participate in the nationally-funded, Department of Justice study regarding the medical effects of less-lethal weapons under the direction of Dr. William Bozeman. Kleiner was also a member of the National Institute of Justice's tactical medical advisory panel, and the less-lethal incident monitoring committee. More recently Kleiner has worked with Dr. Cynthia Bir on the Department of Justice - funded research project "Soft Armor Effects on Core Body Temperature".

Kleiner co-authored the book chapter entitled "Medical Support of the Tactical Athlete" along with Dr. Brian Springer and Dr. John Wightman in the book entitled Tactical Emergency Medicine. Kleiner has also authored numerous articles on tactical medicine in several publications. He is also a frequent presenter at many national and international conferences, where he is considered a subject matter expert.

Kleiner was the founding Director of the tactical medicine section for the Florida SWAT Association, and also served as a Section Chairperson for the National Tactical Officer's Association.

Douglas M. Kleiner also received the Federal Bureau of Investigation, Certificate of Appreciation for Exceptional Service in the Public Interest, from FBI Director Robert S. Mueller.

After becoming a State-Certified Law Enforcement Officer, Kleiner went on to obtain certification as a State-Certified Law Enforcement Instructor (Florida General Instructor Techniques). His many additional certifications include; Basic SWAT School, Tactical Breaching Techniques, Less Lethal and Flash Sound Diversionary Device Instructor, TASER Instructor, Chemical Munitions Instructor, WMD Incident Complexities, Emergency Response to Terrorism, Disaster Response, Law Enforcement Fitness Instructor, Body Language Techniques, Reid Technique of Interview and Interrogation, Narcotics Trafficking, CSI and Forensics, and many more.

Kleiner was first sworn-in by the Hillsboro Beach Police Department (Hillsboro Beach, FL) where he served as a patrol officer and trainer, and then later by the St. Augustine Police Department (St. Augustine, FL) where he serves as a tactical medic and a member of the Special Response (tactical) Team.

Personal Life[edit]

Doug resides in Jacksonville Beach, Florida with his wife Crystal (Kronz), and his step-children Ivan and Melina. Kleiner is actively involved in many service and charitable activities in his community and nationally.
