Elevations RTC

Elevations RTC is a residential treatment center (RTC) in Syracuse, Utah, for teens age 13-18.[1] The facility was formerly known as Island View Residential Treatment Center, until it was acquired by Syracuse RTC, LLC, which does business as Elevations RTC, in 2014.[2] Elevations RTC now shares the campus with Seven Stars and ViewPoint Assessment Center.[3]

The program at Elevations RTC includes individual, family, and group psychotherapy, college-preparatory academics, and therapeutic recreation activities.[1]

Abuse Allegations[edit]

In 2018, a former resident sued Elevations RTC and staff member Kenneth Sio, alleging that Sio had violently grabbed her and slammed her to the floor.[4] As a result, the girl alleged that she sustained a traumatic brain injury, skull fracture, and permanent injury to her fourth cranial nerve resulting in permanent disfigurement of her eye and impaired vision.[5] Despite showing obvious indications of a head injury (including headaches, nausea, vomiting, and double vision), the former resident alleged that Elevations failed to diagnose or treat her injuries for six days.[6] Elevations settled the case in September 2019, and the court dismissed it with prejudice.[7]

In December 2020, KUER reported it had separately spoken with 14 former residents at Island View and Elevations whose attendance spanned from 1996 to 2020. [8] All alleged some form of physical, sexual, or psychological abuse.[8]

KUER reported further that in the case of Island View and then Elevations, the local Syracuse Police Department had responded to 219 emergency calls at the facility’s address between Jan. 1, 2005, and Oct. 27, 2020. [8] Those calls have become 40% more frequent since the facility changed its name to Elevations RTC. [8] And the rate of calls relating to abuse, sex offenses, or suicide attempts has gone up even more. [8]

The Office of Licensing conducted a separate investigation into a September 2020 incident in which a student’s head was hit two times — first by a staffer’s head and again by the ground — while being placed into a therapeutic hold. [8] According to the documentation provided by the office, the incident resulted in the termination of the involved staff member, the return of the student to their home state, and an office employee reporting a physical abuse allegation to Child Protective Services. [8]

Covid 19 Outbreak[edit]

Multiple cases of COVID-19 were confirmed among the students at Elevations RTC in December 2020.[9] Some parents said Elevations’ communication with families has been poor throughout this incident. [9]
