Enrique Richard Fontecilla (27 January 1865 – 13 May 1912) was a Chilean politician and lawyer affiliated with the Conservative Party.

He served as Deputy of the Republic between 1891 and 1909, representing Llanquihue, Carelmapu and Osorno; Valparaíso and Casablanca; and Limache and Quillota.[1]

Biography

Richard was born in Santiago on 27 January 1865, the son of Manuel Richard Ojeda and Eulogia Fontecilla. He married Delia Barnard Ramírez on 17 February 1892; they had twelve children.[1]

He studied at the San Rafael Seminary in Valparaíso and later studied law at the University of Chile. He qualified as a lawyer on 15 May 1886.[1]

Richard worked as a lawyer and taught civil law at the Pontifical Catholic University of Chile in 1888 and 1892. He later served as dean of its Faculty of Law and was appointed an honorary professor upon his retirement in 1902. In 1907, he served as a State Councillor.[1]

Political career

A member of the Conservative Party, Richard was elected Deputy for Llanquihue, Carelmapu and Osorno for the 1891–1894 legislative period. During this term, he was a member of the Education and Charity Committee.[1]

In 1894, he was initially declared elected Deputy for Illapel, Combarbalá and Ovalle, but his election was subsequently annulled after the election of Ricardo Cruzat was confirmed.[1]

Richard returned to the Chamber as Deputy for Valparaíso and Casablanca for two consecutive terms, serving from 1897 to 1900 and from 1900 to 1903. During this period, he served on the Constitution, Legislation and Justice Committee and the Legislation and Justice Committee, as well as a substitute member of the Internal Police Committee. He also served on the Conservative Committee during several parliamentary recesses.[1]

He was subsequently elected Deputy for Limache and Quillota for the 1903–1906 and 1906–1909 legislative periods. He served as a member and president of the Legislation and Justice Committee, as well as a member of the Foreign Relations Committee and the Conservative Committee.[1]
