Eric Stallmer

Eric Stallmer (Born March 24, 1971)[1] is a commercial spaceflight industry expert and former Officer in the United States Army and Army Reserves. [2]He currently serves as the President of the Commercial Spaceflight Federation and is an appointee on the National Space Council User Advisory Group (UAG) as a co-chair of the Subcommittee on Economic Development and Industrial Base.[3]

Early Life[edit]

Eric Stallmer was born on March 24, 1971 in Schenectady, New York as the fourth of five siblings.[1] Stallmer enlisted in the US Army at the age of 17, then graduated from Niskayuna High School shortly after in the Class of 1989.[4]

Education[edit]

Pursuing a bachelor's degree in Political Science, Stallmer enrolled in Mount Saint Mary College. During his time at Mount Saint Mary, he was involved with the Army Reserve Officer Training Corps (ROTC) at Fordham University until he graduated four years later in 1993.[5]

Following his bachelor's degree, Stallmer earned a Master of Arts Degree in Public Administration from George Mason University in 1999.[6]

Family Life[edit]

Eric Stallmer married his wife Amy in 2002.[5] He has two sons named Charles and William, and a daughter named Catherine Rose. The family has a Highland Terrier. They currently live in McLean, VA.[7]

Career[edit]

Military Service[edit]

Eric Stallmer enlisted in the Army at the age of 17.[5] Shortly after, he entered the Army Reserve Officers' Training Corps in college and was commissioned as a second lieutenant upon graduation. Stallmer was deployed to East Timor in 2000, in support of the United Nations Transition Authority East Timor (UNTAET) to help complete East Timor's transition to independence.[8] Stallmer was attached to U.S. Support Group East Timor (USGET).[8] Composed of personnel from all of USPACOM's component commands, he was there to coordinate the rotation and employment of U.S. military medical, dental, and engineer units into East Timor while providing technical assistance as needed to the UNTAET staff.[8] He was deployed in Iraq at the start of the Iraq War and received the Bronze Star Medal for meritorious service in combat operations, during Operation Iraqi Freedom.[9] Stallmer now has over three decades of service as an Officer in the Army and Army Reserves and still serves in the Reserves at the Pentagon.[9]

Early Career[edit]

When Stallmer moved to Washington, he worked for Congressman Thomas A. Coburn of Oklahoma for six months before moving to become the President of the Space Transportation Association in 1995.[10]

AGI (Analytical Graphics Inc.)[edit]

Stallmer joined AGI in 2002 as the Vice President of Government Relations.[6] At AGI, he oversaw all Washington operations and represented AGI's commercial products in relations with Congress, the defense, intelligence, and the civil government sectors within the aerospace industry.[6] A year and a half into his new position at AGI, Stallmer was called to serve in the Iraq War.[1] In total, he spent 13 years at AGI before moving on to become the President of the Commercial Spaceflight Federation.[11]

Commercial Spaceflight Federation[edit]

Eric Stallmer was named President of the Commercial Spaceflight Federation (CSF) on July 31, 2014.[12] CSF is a non-profit trade organization that is dedicated to promoting the development of commercial spaceflight.[13] Under Stallmer's leadership, CSF has worked hard to craft the modern Commercial Space Launch Act in addition to promoting innovation in the industry.

Stallmer and CSF work to provide witness testimonies to both the House of Representatives and the Senate, in order to offer insight into commercial space issues and represent CSF's member companies' positions on space policy.

On April 19, 2016, Stallmer presented as a witness during a House Science Committee hearing on "The Commercial Space Launch Industry: Small Satellite Opportunities and Challenges".[14] On July 10, 2019 Stallmer gave a testimony to the House Subcommittee on Space and Aeronautics's hearing on "A Review of NASA's Plans for the International Space Station and Future Activities in Low Earth Orbit". [15] Stallmer used his expertise to testify again on July 25, 2019 to the Subcommittee on Space and Aeronautics about "The Commercial Space Landscape: Innovation, Market, and Policy".[16]

Stallmer's work testifying before the Senate began on February 24, 2015 when he represented the commercial space industry as a witness at the hearing by the Committee on Commerce, Science and Transportation and Subcommittee on Science, Space, and Competitiveness.[17] Stallmer continued to represent CSF member's views on the state of the commercial space industry in the Senate as a witness before the Committee on Commerce, Science and Transportation on May 8th, 2019.[18] Stallmer testified again before this committee on July 9, 2019 to discuss civil-commercial partnership and how these relations can help advance policy incentives for the US government.[19]

Stallmer also is a member of The Commercial Space Transportation Advisory Committee (COMSTAC), an advisory board within the US Federal Aviation Administration (FAA).[20] He is also a founding Board member of the Future Space Leaders Foundation.[21]

Advocacy Efforts at CSF[edit]

On February 20, 2018, Stallmer was selected by the Vice President of the United States and appointed by the Administrator of NASA to become a member of the National Space Council's User Advisory Group (UAG).[3] Within this group, Stallmer has provided a testimony at the second National Space Council meeting and serves as the co-chair of the Subcommittee on Economic Development and Industrial Base.[22]
