The European Innovation Council and SMEs Executive Agency (EISMEA) has been established by the European Commission in 2021.:[1].

EISMEA is responsible for developing and implementing the European Innovation Council[2][3] and several other EU programmes in the fields of Small and Medium Enterprises (SMEs) support, innovation ecosystems, single market, consumer policy and interregional innovation investments[4]

Its mission is to provide high quality support to European innovators, researchers, businesses and consumers. The ultimate aim is also to reinforce the European Union’s position as a global leader in Research and Innovation, strengthen its Single Market, open up opportunities for SMEs and maintain high standards of protection for its citizens towards a more competitive, digital, green and inclusive EU.[5]

While the Agency has its own legal identity, it reports to several Directorates-General (DGs) of the European Commission[6]

European Innovation Council[edit]

The European Innovation Council (EIC) has been established under the Horizon Europe programme. It has a budget of €10.1 billion to support game changing innovations throughout the lifecycle from early stage research, to proof of concept, technology transfer, and the financing and scale up of start-ups and SMEs.[7]

The strategy and implementation of the EIC is steered by the EIC Board, which has independent members appointed from the world of innovation (entrepreneurs, researchers, investors, corporates and others from the innovation ecosystem).[8]

The EIC and SME Executive Agency responsible for supporting the EIC Board and its President, and for implementing the EIC’s activities which are set out in an annual EIC Work Programme.[9]

Single Market Programme[10][edit]

The Single Market Programme focuses on strengthening the governance of the internal market, supporting the competitiveness of industry and in particular of micro, small and medium-sized enterprises (SMEs), promoting human, animal and plant health and animal welfare and establishing the framework for financing European statistics.

It will support the above-mentioned areas with a budget of € 4 208 million for the period of 2021-2027. In addition, € 2 000 million allocated under the Invest EU Fund, in particular through its Small and Medium-sized Enterprises Window, will significantly contribute to its objectives.

EISMEA will only manage part of the Programme covering competitiveness of enterprises, governance of the internal market and standardisation and consumers.[11]

Interregional Innovation Investments[edit]

The innovation investments initiative as part of the European Regional and Development Fund (ERDF) aims at supporting interregional innovation projects in their commercialisation and scale-up phases giving them the tools to overcome regulatory and other barriers and bring their project to investment level.[12]
