The European Public Law Organisation (EPLO, officially the European Public Law Organization) is an intergovernmental organisation for the study and promotion of European public law, human rights law, and environmental law.[1][2][3]
The organisation is a hybrid intergovernmental organisation, with membership in the Board of Directors formed by representatives of Member States, public authorities, and universities.[4][5]
The headquarters of the organisation is located in Athens, Greece.[6]
History
EPLO was established by the Agreement for the Establishment and Statute of the European Public Law Organization, signed on 27 October 2004 through an international initiative led by the Hellenic Republic. The agreement entered into force on 21 June 2007, following the ratification of Greece, Italy, and Cyprus.[7][6][8]
The Agreement established the EPLO as a successor agency to the European Public Law Center, which was a non-governmental organisation established under Greek law in 1995.[5][9]
In December 2018, the United Nations General Assembly granted EPLO observer status in the General Assembly through resolution 73/215, which was introduced by Portugal on behalf of Cyprus, Estonia, France, Georgia, Hungary, Italy, the Republic of Moldova and Ukraine.[10][11][12]
Activities
EPLO provides education, research, training, and technical cooperation programmes in Europe and in other regions.[4][13] It also operates academic institutions such as the European Law and Governance School and the Academy of European Public Law, and publishes the European Review of Public Law.[14]
According to the organisation, EPLO has carried out its activities in more than 70 countries.[14][15]
Relations with other organisations
EPLO holds observer status with the International Labour Organization, the World Intellectual Property Organization and the International Organization for Migration, and is an Associate Observer of the Community of Portuguese Language Countries.[14][16]
Leadership
The incumbent Director, who serves as the Head of the Organisation, is Spyridon Flogaitis of Greece, who concurrently serves as President of the Board of Directors.[17][9]
