German Flag Certificate

A Flag Certificate is an official German maritime document issued for seagoing vessels, especially pleasure craft, as proof of the right to fly the German federal flag.[1][2] In German, the document is called a Flaggenzertifikat. It is mainly used for seagoing recreational craft with a hull length of less than 15 metres.[1][2] The certificate is issued by the Federal Maritime and Hydrographic Agency (Bundesamt für Seeschifffahrt und Hydrographie, BSH).[1]

The Flag Certificate serves as an official flag document establishing that a vessel is entitled to fly the German flag.[3] German authorities describe it as an internationally valid document.[1][3] For smaller seagoing pleasure craft, it functions as an alternative to entry in the shipping register, although it does not constitute proof of ownership.[3][4]

Scope and eligibility

A Flag Certificate may be issued for a seagoing vessel or seaworthy pleasure craft with a hull length of less than 15 metres.[2][1] For recreational craft of 15 metres or more, registration in the German shipping register for sea-going ships is required; in such cases, the owner receives a Certificate of Registry instead.[4] A further condition for the issue of a Flag Certificate is that the vessel must not already be entered in a German or foreign ship register.[3]

The certificate may be issued to natural persons, partnerships, or legal entities.[5] Applicants must generally have a residence or registered office in Germany and be either German nationals or citizens of another member state of the European Union.[5]

Marking requirements

A vessel for which a valid Flag Certificate has been issued must display the ship's name and the home port named in the certificate in clearly visible, permanently affixed lettering.[3]

Relation to other vessel documents

For German pleasure craft, the Flag Certificate is one of several vessel documents.[4] Unlike a Certificate of Registry, it is not evidence of ownership.[4][3] It also differs from the Internationaler Bootsschein (IBS), which is a separate document used for recreational craft identification.[3]
