Francisco Javier Concha Berguecio (6 December 1848 – 9 March 1915) was a Chilean lawyer, judge and politician who served as a member of the Chamber of Deputies of Chile and as a minister of state.[1]

A member of the Liberal Democratic Party, he also served as first vice president and later president of the Chamber of Deputies.[1]

Early life

Concha was born in Santiago on 6 December 1848 to Julián Concha and Tadea Berguecio. He studied at the Instituto Nacional from 1858 and later studied law at the University of Chile, qualifying as a lawyer on 14 January 1870.[1]

He married Laura Briseño.[1]

Concha pursued a career in the judiciary and was appointed judge of Los Andes on 12 August 1876. He remained in the position for eleven years before retiring on 27 February 1888 due to a physical disability that prevented him from continuing his judicial duties.[1]

Political career

Concha first entered the Chamber of Deputies as substitute deputy for La Victoria for the 1873–1876 legislative term.[1]

After leaving the judiciary, he returned to parliamentary politics and was elected deputy for Los Andes for the 1888–1891 term. During this period, he served as a substitute member of the permanent committee for constitution, legislation and justice.[1]

In 1891, Concha represented Los Andes in the Constituent Congress. He served as first vice president of the Chamber of Deputies from 21 April to 21 May 1891.[1]

During the presidency of José Manuel Balmaceda, Concha was appointed Minister of Justice and Public Instruction on 20 May 1891 and remained in office until 29 September of that year. He concurrently served as acting Minister of the Interior from 8 to 29 August 1891.[1]

A member of the Liberal Democratic Party, Concha subsequently returned to Congress as deputy for Santiago. He represented the constituency for three consecutive legislative terms, from 1900 to 1903, 1903 to 1906 and 1906 to 1909.[1]

During these terms, Concha participated in the permanent committees for constitution, legislation and justice, legislation and justice, foreign relations, and public instruction. He served as first vice president of the Chamber of Deputies from 6 March 1901 until 14 November 1902, when he assumed its presidency.[1]

Concha served as provisional president of the Chamber on 15 May 1903 and was elected its titular president on 2 June of that year.[1]

During the presidency of Germán Riesco, Concha returned to the cabinet as Minister of Justice and Public Instruction, serving from 1 September 1903 to 10 January 1904.[1]

Concha died in Santiago on 9 March 1915, aged 66.[1] In 1917, Law No. 3,177 granted his widow a state pension.[1]
