Frank Dietrich Nopper (born 25 May 1961) is a German politician serving as Mayor of Stuttgart since 2021.[1][2]
Early life and education
Nopper was born in Stuttgart.
Nopper got his Abitur at the Wilhelms-Gymnasium in Stuttgart. He studied Jurisprudence at the University of Tübingen and German University of Administrative Sciences Speyer. Through a dissertation from Wolfgang Graf Vitzthum and Ferdinand Kirchhof he was promoted to doctor of law at the University of Tübingen.[3]
Political career
Nopper has been a member of the CDU parliamentary group of the regional assembly of the Stuttgart Region since 1994.[4]
Mayor of Backnang
Frank Nopper was elected Lord Mayor of Backnang in 2002. In the second ballot he prevailed against the previous incumbent Jürgen-Heinrich Schmidt (SPD) with 45% of the vote. In 2010, Nopper was re-elected for a second term of office with 86.8% of the vote and a voter turnout of 36.8%[5] and in 2018 with 87% of the vote and a voter turnout of almost 37% for a third term. After leaving office, he became an honorary citizen of the city.[6]
Mayor of Stuttgart
In the first ballot on November 8, 2020, he achieved the best result of the candidates with 31.8 percent of the vote.[7] In the second ballot on November 29, 2020, he was elected as the new Lord Mayor of Stuttgart with 42.3 percent as the successor to Fritz Kuhn.[7][8] His biggest opponent was Marian Schreier, who came in at 36.9 percent.[9] He was scheduled to take office on January 7, 2021. He was delayed by objections to the election.[10] On February 4, 2021, he was initially appointed as Amtsverweser.[11][12]
Personal life
Nopper is married and has two sons.[13]
