Proposed future network of the Hong Kong MTR in the Railway Development Strategy 2014

Future projects of the MTR encompass several planned line extensions, infill stations, and new transit corridors currently being undertaken by the MTR Corporation (MTRCL) and the Government of Hong Kong.

Following the completion of major projects from the Railway Development Strategy 2000—including the full opening of the Tuen Ma line (2021) and the East Rail line Cross-Harbour Extension to Admiralty (2022)—current developments are largely aligned with the Railway Development Strategy 2014 and the Hong Kong Government's Northern Metropolis development strategy and *Major Transport Infrastructure Development Blueprint*.

Projects under construction

Kwu Tung station (East Rail line)

Kwu Tung station is an underground infill station on the East Rail line located between Lok Ma Chau station and Sheung Shui station. Serving as the transportation hub for the Kwu Tung North New Development Area, it will also act as the future eastern terminus for the Northern Link.[1] Construction officially commenced in September 2023, and the station structure topped out in late 2025. It is scheduled to open in 2027.[1]

Tung Chung line extension

The Tung Chung line extension project comprises two new stations on Lantau Island:[2]

  • Tung Chung West station: A 1.3 km (0.81 mi) underground extension from the current Tung Chung station terminus to serve new housing estates in Tung Chung West.
  • Tung Chung East station: An infill above-ground station constructed on reclaimed land between Sunny Bay station and Tung Chung station.

Main construction began in May 2023. Tunnelling works for the Tung Chung West section were completed in mid-2026, with revenue service targeted for 2029.[3]

Oyster Bay station

Oyster Bay station (formerly Siu Ho Wan station) is a planned infill station on the Tung Chung line situated between Sunny Bay and Tung Chung East stations. It will support the mixed-use development atop the Siu Ho Wan Depot.[4] Construction commenced in late 2023, with phase one commissioning targeted for 2030.[4]

Tuen Mun South extension

The Tuen Mun South extension will extend the Tuen Ma line by 2.4 km (1.5 mi) southwards via an elevated viaduct from Tuen Mun station to a new coastal terminus, Tuen Mun South station, near the Tuen Mun Ferry Pier.[5] The project also includes an intermediate elevated station, provisionally designated A16 station, in Tuen Mun Area 16. Construction began in late 2023 with an estimated completion date of 2030.[5]

Hung Shui Kiu station

Hung Shui Kiu station is an infill station on the Tuen Ma line situated between Siu Hong station and Tin Shui Wai station. It is designed to serve the Hung Shui Kiu/Ha Tsuen New Development Area.[6] The project was authorized by the Executive Council in March 2024, with construction targeting completion in 2030.[6]

Northern Link (Main Line and Spur Line)

The Northern Link (NOL) is a major cross-district railway designed to form the primary East-West transit backbone of the Northern Metropolis:[1]

  • Main Line: A 10.7 km (6.6 mi) underground railway connecting Kam Sheung Road station on the Tuen Ma line to Kwu Tung station on the East Rail line, with intermediate stations at Au Tau, Ngau Tam Mei, and San Tin. Construction commenced in 2025 with targeted completion by 2034.[1]
  • Spur Line: A branch extending from San Tin through the San Tin Technopole and the Lok Ma Chau Loop to connect directly with Shenzhen's Huanggang Port checkpoint. The statutory railway scheme was gazetted in June 2026.[1]

Airport Railway Extended Overrun Tunnel (AREOT)

The Airport Railway Extended Overrun Tunnel consists of approximately 500 metres of underground overrun tracks constructed east of Hong Kong station. The extension will allow trains on the Tung Chung line and Airport Express to change directions more efficiently, enabling higher peak-hour frequencies.[4] Construction commenced in 2025 with completion targeted for 2032.[4]

Planned and proposed projects

East Kowloon line (Smart Green Mass Transit System)

Originally envisioned in RDS 2014 as a heavy underground metro line, the East Kowloon line was re-scoped by the Transport and Logistics Bureau due to steep gradients and technical constraints. Under the updated transport blueprint, the project is being developed as an elevated Smart Green Mass Transit System (a light rail or rubber-tyred transit system) connecting Choi Hung East to Yau Tong East via Sau Mau Ping and Po Tat.[7]

South Island line (West)

The South Island line (West) was proposed to connect HKU station to Wong Chuk Hang station along the western coast of Hong Kong Island, serving Pok Fu Lam, Cyberport, and Wah Fu Estate. Due to topographical challenges, the government invited feasibility studies in 2023–2024 to evaluate light rail and green mass transit alternatives in place of heavy rail.[7]

Hong Kong–Shenzhen Western Rail Link

Jointly planned by the Hong Kong and Shenzhen municipal governments, the Hong Kong–Shenzhen Western Rail Link is a proposed cross-boundary railway connecting Hung Shui Kiu in Hong Kong directly to Qianhai in Shenzhen. It is intended to integrate transport across the Guangdong-Hong Kong-Macao Greater Bay Area.[7]

Deferred projects

  • North Island line: Proposed in RDS 2014 to connect the Tung Chung line and Tseung Kwan O line across northern Hong Kong Island via Tamar and Causeway Bay North. In 2023, the government announced that construction had been deferred indefinitely as existing cross-harbour rail capacity remained sufficient.[7]
