Gambling in Goa

Goa is a state situated in southwestern India.

Gambling in Goa is one of the states that allows gambling activities on its territory.[1] Goa is particularly successful in the gambling industry, as it allows to legally function both offshore vessel casinos and land-based casinos. Boat casinos have a significant advantage over land-based casinos - they can host table games that are banned in land-based casinos.[2]

History[edit]

Land-based casinos were prohibited in India till 1999. Goa was the first Indian state to allow the operation of gambling establishments. After the gambling industry began to generate huge profits in Goa, such states as Daman and Sikkim also allowed running gambling businesses on their territory.

There are 10 casinos in Goa. Six of which are land-based and four are floating, which operate on the Mandovi River.

Casinos are taxed at 10% in Goa.

In the summer of 2012, the Goa authorities started the process of developing legislation for the gambling business. The purpose of the new law is to solve labor problems, standardize equipment checking processes and find a way to track the number of casino visitors. The first of these laws was passed in 2013 when measures were taken to combat money laundering. In December 2015, the Home Department of India developed new laws that prohibited Goans to visit casinos, increase the age to 21, and require identification at the entrance to the casino.[3]

Online gambling[edit]

Although, Goa is an attractive region for gambling activities, the government of this state does not have an explicit law on online gambling activities.

Despite the fact that it is not completely legit, users in India can easily access gambling websites. A lot of operators obtain a gambling license in offshore jurisdictions like Curacao, Alderney, Cyprus, Malta, etc.
