Dr. Gautam Ghosh (born March 7,1968) is an author of international repute . Dr Gautam Ghosh–is often called the moving think tank of Asia1.   Dr Ghosh is a multi dimensional public figure, a voracious speaker, a prolific author, social entrepreneur and an innovator, a philanthropist and an asset in every sense of the word.- He is one of the most demanded resource personalities of Asia.

Dr Ghosh is a renowned author – and a pillar in public administration . His book titled Police Accountability at the Cutting Edge Level its is a classical piece which has candidly taken up   the complex backdrop of a post-modern era, characterized by a renewed emphasis on public accountability, oppositional social and political movements, , where the increased influence of the mass media, social media, and newly empowered groups has set new standards and a new definition of accountability. The book has found its place in the world famous London School of Economics & Political Science where all collections held at LSE in the Library have been recognized for their outstanding national and international importance and awarded 'Designation' status by the Arts Council (formerly Museums Libraries and Archives Council) 2

Dr. Ghosh was in the THINK TANK of Indian national congress since his journey into politics started. On the 11 March 2019, Gautam Ghosh joined the Bharatiya Janata Party (BJP)..3

Dr. Ghosh Professionally is a educator and a Lawyer since 1995. As a pedagogue, Dr. Ghosh has been into education since 1997. Dr Ghosh delivered his knowledge at various leading Institutions in India including the Bureau of Police Research and Development ( BPRD ) 4

He has received the title of Asia’s think tank[1]. He works on human prerogatives and in patronizing jurisprudence.

Early life[edit]

Dr. Gautam Ghosh was Born in Kolkata, West Bengal. His father Dr. Ramesh Chandra Ghosh was known a Political Science Guru 5 and mother Lt. Dr. Mrs. Bela Ghosh was the Chairperson West Bengal Public Service Commission . His father was a scholar per se of excellence and to write on Professor Ramesh Ghosh is a difficult task as well , for his scholarship is too deep to fathom, his frame of mind is too philosophical to comprehend by the usual senses of ordinary mortals and his way of life is much too simple to narrate against the back drop of the highly sophisticated living .But felicitation is essential –as generation after generations must get the light as emancipated from the enigma of times . Professor Ghosh, a Griffith Prize winner 6 , throughout his life Professor Ghosh has been a prolific writer. He has written eight original books and published about a hundred research papers. Besides , he has also some important unpublished works and papers5. Looking at the variety content in his writings one is simply enchanted by his encyclopedic frame of mind.7.

During in his early life , Dr Gautam Ghosh had the opportunity to see his father taking classes of Presidency Collège in their big house in Kolkata , as Presidency College was under seize from Naxalites . He has also seen innumerable students coming to their house for doing PhD research under his father and his father always in his majestic house library with books all over . Dr Ghosh was lucky enough to have both his parents highly educated from London School of Economics ( LSE ) . After completing his primary education from Catholic School in Kolkata , he did his graduation Commerce from St Xavier’s College, Kolkata. Later obtained his LLB degree from Burdwan University in West Bengal. a Masters in Public Administration followed by an MBA . Dr Ghosh did His PhD.is on Police Accountability.8

Professional life[edit]

Dr. Ghosh , Politician by passion , Author on Policing  Ex Guest Faculty  Bureau of Police Research & development , Government of India, EX Guest faculty - Jadavpur University- Department of Business management ;  ; Ex - Guest Faculty and Coordinator at Haldia college of law, Ex visiting faculty at the University of Kalyani, . He works as a strategic advisor to various international bodies. 

Dr. Ghosh is a member of the Bar Council of India , a lawyer . Apart from his legal professional Dr Ghosh is a social entrepreneur, and an educationist .7He was the Central Advisor of the Central Executive Committee of SAARC Human Rights Foundation, Dhaka, in 2019. and at present is the President of the India Chapter . He worked with the team of international election observers[2] in Bangladesh Parliamentary Elections held in Dec 2018. 9. Dr Ghosh's impartial observations on Bangladesh Parliamentary elections and its comparison with Indian elections 10 was highly appreciated all over the world and was even shared in official Facebook page of Sajeeb Wazed,11 the son of the Honourable Prime Minister of Bangladesh, Sheikh Hasina, who is also the ICT Adviser to the Honourable Prime Minister of Bangladesh 12.

Dr Ghosh's political activism has also been located in Canada from celebration of landslide victory of the Honorable Indian Prime Minister , Shri Narendra Damodardas Modi at Ottawa,13 the national Capital region of Canada ,to opposing the vehement anti CAA protests in Canada 14 , by supporting CAA 15 Dr Ghosh was also instrumental in protesting and voicing his dissent at the Parliament Hills , Canada against atrocities of Hindus in some parts of Bangladesh 16.

Dr Ghosh is also widely referred as a political analyst cum strategist.17 His posts predicting in social medias have made the most formidable intellegisias across the World to sit up .The notable among them are the predictions of win of Donald Trumph , Valminder Putin , Giuseppe Conte of Italy 2018 , Sk Hasina of Bangladesh , Mr Narendra Modi with above 300 seats — which he made on 5th May 2019 by quoting — in social media ( Aab ki Baar -300 Paar- Modi Sarkar –Mera Pyaar ) and all Tweets or Posts in Social media came up well before the Elections , he has even quoted the win of Imran Khan in Pakistan , win of Muhammadu Buhari from the All Progressives Congress (APC) as Nigeria’s President, Joko Widodo (Jokowi ) of Indonesia,

Some of his remarkable analysis and posts were the win of Justin Trudeau in 2019 with a poem-! “Can you hear the chine ? Its Justin Trudeau this time ” 18 at a time when before the vote, polls showed him neck-and-neck with Scheer. But with neither of the main parties reaching the number of seats needed for a Parliamentary majority.19

Dr Ghosh is also the Secretary of India Canada Consortium , an organization working for bonding India - Canada relation at all levels having its mission of preserving and promoting the rich and diverse  Indo-Canadian cultural heritage ; fostering collaboration among people of Indian origin and the broader Canadian community, uniting all community members with a common identity, overcome the differences due to caste, creed, religions, color, region, and believe in being strong in a diverse society. Promoting effective and equitable representation of members in social, political, and cultural life for the benefit of our community at large and promoting the betterment of  international relations between the two vibrant democracies at all sectors and at all levels.20

As the secretary of India Canada Consortium 21, he has organized several International highly educative & effective Panels with eminent personalities from India , Canada & USA on leading issues like Democracy Issues & Challenges , Hinduism & Humanity & etc . dispelling the dark areas and misconceptions that purportedly prevailed due to persistent overt activities by some vested interested groups .

Dr. Ghosh is a life member of the International Society of Criminology, Indian Political Science Association, Institute of Social Sciences India, , Indian Institute of Police administration, he is also associated with Alberta Civil Liberties , Western Society of Criminology , Munk Centre of International Studies apart from other various other leading organizations across the globe .

Beliefs[edit]

His beliefs are humanistic. Dr Ghosh is a philanthropist, a public speaker22. Dr Ghosh works in promoting human rights. Dr. Ghoshs’ political views and his perspectives on legal procedures are studied in the advocacy fraternity 23

He follows the principle of "Condemning the crime, not the criminal. Every criminal is a human being first and needs to be treated likewise. that even if an offender commits a crime, he does not cease to be a human being".

Dr. Ghosh is a social reformer working on , Anti Racism ,24 Women's Right25 , Farm laws , Civil liberty , Police Reform .26

Literary works[edit]

Dr. Ghosh is an author of international repute . His book titled Police "Accountability at the Cutting Edge Level" is referred by many Institutions across the World. 27 Most strikingly the book has been selected Communist China and has been kept the famous Shanghai Library of China 28, which preferred to keep it as a prized collection .Getting a space in the book shelf of Shanghai library is no mean task , – The Shanghai Library (Institute of Scientific and Technical Information of Shanghai) is a national postdoctoral research center, the Ministry of Culture and Tourism Research Center for Public Culture Affairs, the branch of the National Cultural Information Resource Sharing Project in Shanghai, the Shanghai Historical Collection Preservation and Conservation Center, the main library of the Shanghai Central Library System, the “Cutting-edge Technology Development Research Center” of the Shanghai soft science research base, and the Information Center of Shanghai Cultural Creative Industry and each book is kept after conducting a thorough selection process by experts of highest degree [5] While, today, Police oversight and accountability are hotly debated issues; (5) more than a decade back , in 2007, Dr Ghosh has visualized this and have chronologically analyzed the requirements of Police accountability in his book , the Chinese Scholars must have visualized the potentialities of Dr Ghosh a decade back and have aptly decided to keep his book in their famous library. 29 Most strikingly, way back in 2007 , , Dr Ghosh have pointed out that Civilian oversight has two important aims: ensuring public confidence in the police and achieving the rule of law. Public confidence in a police service helps the police service maintain public safety. The rule of law is also important because it’ is fundamental to good governance.(ibid)

As an expert, on Policing , Dr Ghosh in his book , have precisely explained both the civilian-led oversight mechanisms. as well as of the mechanism that investigates police officers whose actions led to the serious injury or death of an individual and of police officers who allegedly breaks the law. ( Judicial Oversight ) Dr Ghosh has also highlighted the elements of Executive vis a vis the Parliamentary oversight of the police which embodies the ultimate democratic legitimacy as the Parliament exercise legislative, budgetary and monitoring functions before, during and after police actions.

The book is unique as it has put forth the importance of leveraging good police public relation which not only enhances the public perception of police legitimacy and trustworthiness and but also acts an essential tool of maintaining Police Accountability – In fact , Dr Ghosh’s idea of Public Participative Policing model (PPP- Model ) is today – a role model for an accountable police service across the world

Re legitimizing Indian Police is another two volume book authored by Dr Ghosh . Post 911 has ushered a new era of policing Where an emerging police model has to dynamically address the new challenges efficiently employing the most effective tools at the proper intervention points for any given situation It has to be capable of correlating and analyzing identification patterns behavioral patterns association patterns and application patterns to produce a unified result with optimum cost Now all over the World the Civil Society Groups are striving to create and enforce mechanisms of police accountability as a basis for any police reform There is a demand for increased legitimacy of policing and now police has to perform according to the demands of the stakeholders or perish So an agenda for a police reform must fix its vision mission values strategic priorities and its statutory responsibilities towards the stakeholder In the backdrop the archaic Indian Police Act is a mismatch for its dynamically progressing democracy Even the attempt taken by Police Act Drafting Committee Govt of India is inadequate The book puts into record chronologically the issues and trends of policing across the globe the various Police Acts of the different States of India as well as that of some leading Nations of the world the accountability crisis which India is facing with a plethora of decided cases by the Hon'ble Supreme Court of India and Several High Courts and some very valuable suggestion for a realistic Police Reform 14

Dr Ghosh has also written various articles on Racism , Multiculturalism , Religion , Politics , Human Rights ,and . Democracy
