General Executive Facility 3
General Executive Facility 3 or GEF 3 (pronounced “Jeff 3”) is the third of three facilities bearing the General Executive Facility nomenclature built by the State of Wisconsin as office space for state employees in Madison, WI.[1] GEF 3 serves as headquarters for the Wisconsin Department of Public Instruction and a couple of other state agencies.
Construction began on GEF 3 in 1978[2] and the building was occupied in April, 1980. GEF 3 has six stories above ground and two basement parking levels with 167,735 gross square feet of office space and 86,117 gross square feet of parking space. Six men's restrooms and six women's restrooms are in the building along with separate locker rooms for men and women. The plaza level of the building contains a workout facility which includes free weights, treadmills, and exercise bikes.
In 1987, a sculpture consisting of granite pillars of differing heights was installed in front of the building. The official marker for Peck Cabin can be found adjacent to the plaza area.[3] In 2020, the WI Department of Administration sought a request for A/E design services to repair the plaza bricks, remove the unused water feature, and replace bicycle racks with racks that are up to code.[4] In 2021, critics argued that the GEF facilities should be torn down as they are ugly and have outlived their useful lives.[5]
