GISAP (Global International Scientific and Analytical Project) — is the international scientific and educational project operating under the auspices of the International Academy of Science and Higher Education (IASHE). The project brings together professional scholars and admirers of science from around the world in order to: build the open system[disambiguation needed] of international scientific communications; promote progressive ideas, theories and concepts in all scientific fields to the international level; maintain the public interest to modern questions and achievements of the academic science; offer accessible resources for the scientific qualification[disambiguation needed] development, improvement of the general educational qualification, as well as professional development of participants of the project.

The project reaches its objectives through organisation of championships in scientific analytics (these online events take place several times a month), as well as international scientific conferences and congresses. After the scientific events are over, papers of their participants are published in collections of scientific works and field-specific scientific journals of the IASHE.

General information[edit]

Key element of the GISAP project is the system of championships in scientific analytics of various levels and in various branches.

Research analytics championship is a systematic and continuous event assuming presentation of original scientific reports of the certain sectoral belonging. During these events reports are qualitatively compared and evaluated by experts. Authors of best reports are determined this way.[1]

In accordance with the results of research analytics championships the hierarchy of laureates (prize-winners) of such intellectual contests is determined. Winners receive corresponding honorary prizes and titles.[2][3]

The International Academy of Science and Higher Education (IASHE; London, UK) launched the system of research analytics championships of various levels and types in 2011. Principles, rules and the interconnected system of research analytics championships have been developed by the Academy. Organic adaptation of their organization procedure to the generally accepted methodology of implementation of scientific activity has also been carried out by the Academy.

The project involving organization of research analytics championships assumes systematic (including the set of interconnected and recurring events) and periodical (annual and stage-by-stage) organization of such events in accordance with rules established.

The research analytics championships holding mechanism has been implemented in practice within the framework of the "Global International Scientific Analytical Project" introduced by the IASHE (GISAP).

Creativity of scientists is the most obvious form of manifestation of the scientific process. Original studies become objective after their publication (promulgation) in open sources. Taking this into account the IASHE uses the publication-based form of fixation of content and results of research analytics championships. Studies presented by scientists in research analytics championships are published by the Academy in international collections of scientific reports and 12 specialized scientific journals of the IASHE published under the British jurisdiction.

Ideology[edit]

Social ideology of implementation of the project (organization of scientific and analytical championships) is creation and development of available, democratic and open mechanism of communications and interactions, which would ensure free access for researchers from around the world to the systematized and interconnected international events forming the full and sufficient cycle of the scientific process.[4]

Here the scientific process is considered to be the combination of the following necessary elements: implementation of the scientific research aimed at elaboration of innovations; promulgation of the research results;[5] professional discussions related to the research; expert (professional) assessment of the research and special attestation of its author;[6] approbation of results of the research; scientometric indexing of the research; practical implementation of the research.

In the framework of programs aimed at organization of championships in scientific analytics conditions are created for effective implementation of researchers' creative potential and all elements of the scientific process.[7]  

Professional scientific ideology of implementation of projects aimed at organization of championships in scientific analytics - creation and development of the complex of professional instruments ensuring: stimulation of creative activity, innovative effectiveness, international communications, cooperation and mobility of scientists, approbation, expert assessment and promulgation of scientists' studies, as well as attestation of the determined scientific qualifications of authors.[8]

The educational ideology of the project assumes the formation of unique and accessible tools and methods for development of the researchers’ educational qualifications. These tools and methods include stimulation of creative activity of such persons, authoritative assessment of original scientific papers by experts, as well as assessment of originality of such papers, their scientometric indexing and publication.

In relation to traditional academic forms of the scientific activity, programs of holding the championships in scientific analytics are supplementary and alternative instruments of realization of creative potential of scientists.

The announced mission of the research analytics championships holding project: opening or facilitating the way into science for progressive and hard-working researchers; promotion of innovations distribution and popularization of science; facilitation of the way to international scientific communities and communications for everyone with non-standard thinking and noble aspiration to transform the world;[9] providing assistance to researchers from around the world in matters of presentation of their advanced original ideas to the global scientific community and receiving the international acknowledgment; promotion of openness and availability of science for people in order to provide them with new knowledge, prospects of creative development, improvement of the way of life and greater independence in important decision-making.

In the framework of the GISAP creative activity of scholars is not just a factor of their academic development. It is also a criterion of assessment of their general educational qualification development and improvement of professional knowledge and skills.   

The Global International Scientific and Analytical Project is a complex and multifaceted international system of interrelated scientific and educational programs and events.

All programs of the GISAP project are functionally interconnected. Together they form a complex of modern educational, scientific, communication-related, expert, certification-related, documentary, and publication tools and procedures. Effective implementation of such programs ensures: 

  1. authoritative recognition and objective assessment of scientific and educational qualifications; 
  2. development of educational level and professional qualification of project participants;
  3. stimulation of scientific creativity;
  4. ensuring the international mobility of students, scientists, teachers and practitioners;
  5. academic and professional recognition of quality of education;
  6. recognition of scientific achievements;
  7. development of competitive advantages and authority in the labour market and in the professional environment;
  8. free access to scientific and educational resources for everyone interested;
  9. international promotion of science.

Scientific and analytical programs of the project can be considered as auxiliary instruments supplementing the traditional educational and scientific programs of universities and other educational institutions, or as alternative ways to develop the academic and educational qualification of persons concerned, able and willing to think in a creative way.

Specificity[edit]

Organization of research analytics championships and participation in them assume competitive (comparative) nature of qualitative comparison of scientific reports submitted by authors. This is why success in research analytics championships is significantly predetermined by the novelty (innovation) of key theses such reports are based on (apart from other circumstances). If these conditions are met, scientific reports earn high marks of experts, publication attractiveness and prospects in acquiring positive scientometric characteristics.[10] 

System and types of championships in scientific analytics[edit]

The research analytics championships system assumes a certain combination of interconnected scientific-analytical contests of various branches, levels, types and formats organized in the stage-by-stage manner within yearly cycles.[11]

Sectoral systematization of research analytics championships assumes their differentiation on the basis of relevance (belonging) to various branches of science. Championships are held every year. They cover all basic scientific branches of the scientific gnoseology.

Research analytics championships may have the following main levels: national,[12] continental and the world level (global).

Research analytics championships may have the following types (nominations): alpha-championship - championship held within the thematic (problem-related) section of the corresponding scientific branch; absolute championship - held within the scientific branch; mega-championship - interdisciplinary championship. 

Formats of championships: separate championship stage (not less than three stages are held during the year in every nomination); yearly championship.

Mechanism of research analytics championships holding is based on the yearly program of championship stages of various levels and types (nominations) approved and promulgated in advance. Authors of scientific reports have the right to submit their researches for participation in sectoral scientific analytics championships of various levels and nominations at the same time.

One author may present an unlimited number of scientific reports at every stage of the championship of relevant level and nomination. Reports written together with co-authors are allowed. 

In order to take part in championships reports must be submitted in one of the following publication languages: English or Russian (with obligatory extended abstract in English). These languages correspond to the necessary signs of wide distribution of languages of international communication. They are also able to ensure participation and communications of the wide community of English-speaking scientists from around the world, as well as representatives of major scientific schools of post-Soviet states in the project.

"Publication languages" must create necessary conditions for the maximum possible number of persons concerned to read the original report. Such languages are also intended to be used in presentation of reports submitted by research analytics championships participants in order to promulgate them in collections of scientific reports and periodical scientific journals of the IASHE. If project participants wish, their scientific reports may be published in the IASHE printed editions in English or in other widespread language of international communication - with the abstract in English. 

In future the list of publication languages used in research analytics championships will be extended. This status will be given to other generally accepted and widespread languages of international communication. Presentation languages are used in the project together with publication languages. Any generally known national language, chosen by the author of the report is the presentation language. Scientific works may be published in the electronic format on official websites of the project in presentation languages together with versions of such reports in publication languages. Participants of research analytics championships must submit brief "innovative abstracts" of their reports together with properly formatted scientific studies. 

Reports violating the copyright or rights of third parties, reports including offensive language or incorrect expressions of any type, as well as reports able to cause damage to the legislatively protected interests cannot take part in the project. During the official period of every research analytics championship stage reports presented at this stage are to be evaluated by experts. Laureates - winners and awardees of the stage are determined by such expertise following the results of every championship stage (the corresponding level and type - nomination). Determination of the calendar year championship winners in different nominations involves consideration of achievements at all championship stages during the year. 

Expert assessment[edit]

Expert assessment of reports at research analytics championships is the multisided professional procedure of comparative qualitative analysis and assessment of authors' reports.[13] Expert assessment is divided into two stages (and corresponding types) of the scientific-analytical expertise: professional expert assessment carried out by authoritative scientists (international experts of the IASHE);[14] assessment carried out by the open international expert community (mutual assessment of reports by participants of sectoral research analytics championships). 

Expert assessment results determine tournament results of research analytics championships on the basis of special formulas, taking into account not only expert assessment marks, but also the whole range of other analytical indexes of researchers' participation in championships.

Results of championships[edit]

Research analytics championships results are summed up every year: stage results - three times a year, final yearly results - at the end of every calendar year.

Stage and yearly championship results are summed up in relation to all levels and types of championships. Prize-winners are awarded with special diplomas and medals.[15] Prize-winners are also provided with prestigious titles, prize-credits and various preferential options connected with further participation in the GISAP project.

Credits earned by laureates of research analytics championships may be accumulated and further converted into scientific-analytical doctoral qualifications (degrees) or academic titles of the IASHE in accordance with the established rules

Publications[edit]

The IASHE issues international collections of scientific reports with British ISBN codes and 12 specialized scientific journals (printed and electronic versions) with British ISSN[18] codes. Collections of scientific reports and journals of the IASHE are sent to the leading libraries of the United Kingdom and the Western Europe on the centralized basis. They are also distributed through international book-trading networks («Amazon», «Blackwell», «Ingram» etc.). Editions are also sent to scientific, public and university-based libraries around the world after relevant inquiries or upon the IASHE initiative. Scientific reports may be published in journals of the IASHE in two possible variants: 1) one of the best reports (in accordance with the expert mark) presented at the research analytics championship of the GISAP; 2) original scientific report reviewed by experts. The scale of scientometric indexing of the IASHE scientific editions is being constantly widened. The IASHE actively promulgates and distributes brief "innovative abstracts" of original scientific reports presented at research analytics championships through various informational channels. The IASHE is established and managed by the International Union of Commerce and Industry (London, UK (http://iuci.eu/)). In its editions, the Academy provides an opportunity to make public their research to scientists from different countries. The IASHE does not allow discrimination of researchers on the basis of national or linguistic grounds. Therefore, articles and reports pass preliminary examination of quality, but can be published not only in English, but also in Russian. The maximum openness and liberalism of the Academy's publications for scientific works in various languages, some critics of the IASHE projects are trying to present as a professional flaw. However, the basic principle of the Academy is to ensure the availability of projects for residents of different countries. After all, science is created and develops not only in English and other commonly spoken languages. And society has the right and should hear the opinion of all progressive researchers - innovators.
