The Hong Kong Chamber of Seafood Merchants Limited (Chinese: 香港海鮮業聯合總會) is a non-profit, legally registered trade association established in 1998 that serves as the united voice and resource hub for Hong Kong's seafood industry. With a strong and growing membership of over 80 active companies, it represents a substantial share of the sector — over 90% of the city's live seafood importers and wholesalers, and more than 60% of seafood distributors operating across various market segments.

Core functions and activities

Industry advocacy: As a cornerstone of Hong Kong's seafood supply chain, the Chamber is committed not only to advocating for industry development, but also to supporting the food and beverage (F&B) sector by ensuring a stable, high-quality, and diversified seafood supply for restaurants, hotels, catering groups, wet markets, and retail outlets. Represents industry views to government departments (such as the Agriculture, Fisheries and Conservation Department and Food and Environmental Hygiene Department), participates in policy consultations (e.g., food safety, import quarantine standards); promotes self-regulation and enhances seafood traceability systems and quality management standards.

On 3 July 2017, Vice-President(now President) Ling Man-sum represented the chamber at a LegCo Panel (Legislative Council of the Hong Kong Special Administrative Region) on Food Safety and Environmental Hygiene meeting, expressing concerns about lengthy food safety testing for live/fresh seafood and suggesting checks on export health certificates.[1]

Technology and sustainable development

  • Technology and sustainable development: Promotes international certifications (such as MSC and ASC), hosts aquaculture technology seminars; collaborates with research institutions to explore eco-friendly packaging and cold chain logistics innovations.
  • On 28 October 2011, the chamber signed a declaration with WWF-Hong Kong to support only the trading of line-caught fish; oppose the trading of live reef fish harvested using cyanide, dynamite, or other destructive fishing methods; and support the efforts of Coral Triangle countries to improve the management and regulation of their live reef food fish fisheries and trade.[6]

Social connections

Maintains cooperation with seafood trade associations in mainland China, Southeast Asia, Europe, the United States, Canada, and other exporting countries/regions. Participates in public events such as the Hong Kong Agriculture, Fisheries and Gourmet Carnival to promote local seafood culture.

International activities

  • In September 2018, the chamber participated the 9th International Seafood Trade Forum in Hong Kong, held on 5 September at the 35th Floor of Central Plaza. The event was hosted by the Korea Maritime Institute (KMI) and organized by the International Seafood Trade Forum (ISTF). Then Vice-President Ling Man-sum (now President) delivered a speech on "Characteristics of Hong Kong's Seafood Trade and Consumption Trends of Imported Seafood".[7]
