Rene M. LeRoux was born in Saratoga Springs on February 15th, 1956 .Rene grew up playing basketball and baseball, which he continued in college both for St.Michaels College in Winooski Park, Vermont and also at Skidmore College in Saratoga Springs. As an avid student of the game, Rene wrote two books: 50 Years 50 :Players, and Siena College Basketball : A Winning Tradition. While writing the books, Rene decided to create the Upstate New York Basketball Hall of Fame .

In 2009, the inaugural Hall of Fame Induction Dinner was held. Induction guest speakers that evening were Sam Perkins, Syracuse University Head Coach Jim Boeheim , Barry Kramer, Robert Pezzano and Dick Grubar.

The Upstate New York Basketball Hall of Fame is located at the MVP Center in downtown Albany.

Rene created the New York State Baseball Hall of Fame in 2011. The New York State Baseball Hall of Fame is under construction and will be located at 45 Harrison St. in Gloversville, New York.

The third Hall of Fame is the New York State Hockey Hall of Fame which was founded in 2019. The inaugural Hockey Hall of Fame Induction Dinner was held in June of 2022. Inductee speakers included Butch Goring, Bob Nystrom, Ckark Gillies, Pat LaFontaine, Mike Smith, Lou Vairo, Clint Malarchuk,and 1980 Olympic Gold Medals winners Mark Pavelich, Mark Wells and Jack OCallahan.

In creating the three Halls of Fame from scratch, the vision for each Hall of Fame is the same: to honor people for their contributions to the sport.

Rene retired from an investment career in 2009 to start the Halls of Fame which all fall in the geographic boundaries on New York State. In July of 2023, there was a grand opening of the New York State Baseball Hall of Fame located at 45 Harrison St. in Gloversville , N.Y.
