Hellmut Fleckseder (8 January 1943 – 20 January 2018) was an Austrian civil engineer. He was an associate professor at the Technische Universität Wien (TU Wien), Institute for Water Quality and Resource Management (IWR), and a ministerial councillor in the field of water protection. He died on 20 January 2018 in Vienna.[1]

Life[edit]

Born in Vienna in 1943, Hellmut Fleckseder began his diploma studies in civil engineering at Technische Hochschule Wien (today: Technische Universität Wien) in 1961 after passing his school-leaving examination in Basel. He completed his studies on 16 December 1967. On the very day he graduated, he received an invitation from Wilhelm von der Emde, Professor of Water Supply, Wastewater Treatment and Water Protection at Technische Universität Wien, to work with him. A close collaboration developed that lasted until 1994. During this period (1969/70) he also completed his postgraduate studies at the University of Texas/Austin, where he obtained a M.S. in Environmental Health Engineering (EHE).

The work on solving the biggest water pollution problem in Austria caused by pulp wastewater[2][3][4] inspired him to write his dissertation in 1973.[5] He continued to remain faithful to the subject.[6][7][8] The Danube Report,[9] which enshrined the obligation for biological wastewater treatment and was implemented via the Danube Ordinance (German: Donauverordnung) in 1976, established river basin management as his field of activity at TU Wien for many years. His habilitation thesis was entitled "Gewässerschutz im Wandel der Zeit" (Water Protection in Changing Times),[10] on the basis of which he received his teaching license in 1985. From 1982 to 1994, he worked on general drainage planning in urban areas, for which his 1-year stay at Eawag/ETH Zurich in Switzerland provided important new impulses. In 1994, an international conference on "Generelle Entwässerungsplanung im Siedlungsraum" (General Drainage Planning in Settlement Areas) was held at TU Wien, jointly organised by the ÖWAV and the Institute for Water Quality and Waste Management of TU Wien (today: Institute for Water Quality and Resource Management), whose proceedings[11] Hellmut Fleckseder edited. In 1994 Hellmut Fleckseder moved to the Federal Ministry of Agriculture and Forestry (today: Federal Ministry of Agriculture, Regions and Tourism) and in November 1995 became a member of the International Commission for the Protection of the Danube River (ICPDR). From April 2001 until his retirement in 2008, he was entrusted in this ministry with the representation of Austria's interests in the ICPDR's expert committees and in the implementation of the EU Water Framework Directive in the Danube Region.[12] He passed away on 20 January 2018 in Vienna.[13]

Work and achievements[edit]

Hellmut Fleckseder was one of the co-founders of the postgraduate programme "Technischer Umweltschutz" (Technical Environmental Protection), in the framework of which he succeeded for the first time in drawing up a balance sheet of reactive nitrogen for Austria. It could be shown that significant inputs of nitrogen into water bodies are directly related to the use of fertilisers in agriculture and thus to the dietary habits of the population.[14][15] The central concern of his work at the Federal Ministry of Agriculture and Forestry and at the ICPDR was to follow the development of the eutrophication phenomena in the Danube delta and the adjoining coastal areas of the Black Sea, which had become an increasing topic of discussion in the 1990s, to identify and quantify the sources of nutrient inputs and, based on this, to derive concrete measures to reduce nutrient loads from the Danube states. His successor at the Institute, Matthias Zessner, was persuaded as a postgraduate student by Hellmut Fleckseder to further expand the extensive field of research and to anchor it at the Institute in the long term. In direct connection with this research field and his work at the Federal Ministry of Agriculture and Forestry, Hellmut Fleckseder initiated numerous other research projects that were carried out at the Institute in close contact with him. The projects daNUbs (acronym for: Nutrient Management in the Danube Basin and its Impact on the Black Sea) headed by Helmut Kroiss and GERN (acronym for: Gesunde Ernährung und Nährstoffe) headed by Matthias Zessner are outstanding examples. Well over 80 contributions, scientific publications and many comprehensive expert opinions and reports have been written by him.
