Life
Heo was born on November 10, 1967, in Geoje, South Gyeongsang Province. After graduating from Hye-gwang High School in Busan, he earned a bachelor's degree in marine science and a master's degree in public administration from Pusan National University.[2]
In February 1993, Heo joined public service through the 7th class of the Fire Cadet Program. He served in various positions including head of the Nambu and Gangseo Fire Stations in Busan, secretary at the Office for Government Policy Coordination, and director of 119 Emergency Medical Services at the former Ministry of Public Safety and Security. He later served as principal of Gyeonggi Fire Service Academy and chief of fire departments in Ulsan, South Gyeongsang, and Incheon. He also worked as Director of Planning and Coordination at the National Fire Agency.[3]
From February 2023 to June 2024, Heo was commissioner of the Busan Fire and Disaster Headquarters. During his tenure, he led modernization efforts including the launch of the Nakdong River 119 Water Rescue Team, the establishment of Bukbu Fire Station, the replacement of outdated fire helicopters, and the introduction of unmanned water cannon vehicles.[4]
On June 27, 2024, he was nominated as the 6th Commissioner of the National Fire Agency and officially assumed office on June 30, 2024.[5]
