Herbert Theledi
Herbert Seabelo Theledi (born 1964) is a South African property entrepreneur and businessman.[1]

Early life and education
Herbert Seabelo Theledi was born in the Mpumalanga province area of Sabie in 1964, spending much of his early life in the rural community of Bushbuckridge.[3][AI-retrieved source] His father was a local entrepreneur.[4][AI-retrieved source]

Business career
In 1994, Theledi founded Nthoese Development, a property development and investment company focused on commercial, retail, office and residential real estate.[6][7][AI-retrieved source] Nthoese Development's key area has been to build shopping centres and commercial properties in rural areas.[8]
Some of his properties include the Bambanani Shopping Center in Diepsloot, the Thulamahashe Mall in Bushbuckridge[9], the Gcuwa Mall in Butterworth[10] and Elukwatini Crossin Shopping Complex in Nhlazatshe,[11] which he built in the 1990s with DS Mkhwanazi. [12][page needed]

He also serves on the committee of the Black Property Owners Association and he has business interest in various fields including logistics and transport. Later he launched Jeqe Management, a company overseeing several of his shopping malls and commercial precincts in townships and rural towns. He also owns the Shenge Property Group.[14]
Legal matter
In 2012, Theledi was arrested in connection with the Mbombela Stadium tender, a project valued at approximately R1.2 billion.[15] He was arrested alongside Kaizer Chiefs Football Club manager Bobby Motaung and others, in relation to allegations of fraud involving Lefika Emerging Equity, where Theledi was a business partner.[15] The allegations related to the alleged submission of a false tax clearance certificate during the tender process and the alleged use of a forged municipal letter to secure a bank overdraft.[15]
The matter remained dormant for several years.[15] In February 2026, the National Prosecuting Authority (NPA) confirmed that it would no longer pursue the fraud and corruption charges against the accused.[15] According to the NPA, the case was closed after police were unable to obtain evidence requested by the lead prosecutor. NPA spokesperson Monica Nyuswa stated that the decision amounted to a nolle prosequi, meaning the state declined to prosecute due to insufficient evidence.[15]
Awards
In 2025, Theledi was named an Entrepreneurial Leader in the SAIBPP100 Class of 2025 by the South African Institute of Black Property Practitioners (SAIBPP), a prestigious recognition highlighting South Africa’s top 100 Black property professionals who are driving change and transformation in the built environment.[2]
