The United States Highway Performance Monitoring System is used to collect and share data on the nation's highways, enabling the Department of Transportation to make informed decisions as to the maintenance and management of highway infrastructure. Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) was the first post-Interstate Transportation act, and the first to allow the use of funds for maintenance. The Act also obliged states to establish management systems for highway pavement. A pavement management system consisted of pavement condition surveys, a database of relevant information, an analysis scheme, decision criteria and implementation procedures . The Moving Ahead for Progress in the 21st Century Act (MAP-21) in 2012 created a performance-based surface transportation program and required the Federal Highway Administration (FHWA) to establish performance measures, including guidance on asset management and National Highway System(NHS) Pavement and Bridge Condition measures.[1]
