Hongorai (old kyrgyz: Хоорай) was an early state formation (according to other sources, a tribal union) that existed in southern Siberia with a historical center in the Minusinsk basin from the end of the 14th century to the beginning of the 18th century. Its main ethnic element was the Yenisei Kyrgyz. The population called the form of government of Hongorai the word tolai, that is, an ethno-tribal confederation. In Russian sources Khongorai was called "Kyrgyz land" (Russian: Киргизская землица).[1]
