Abdirahman Hosh Jibril (Somali: Cabdiraxmaan Xoosh Jibriil, Arabic: عبدالرحمن هوش جبريل; June 1956 – March 2019) was a Somali politician, lawyer, and government minister.[1] He twice served as the Minister of Justice and Constitutional Affairs of Somalia, first during the Transitional Federal Government (2011–2012) and later under Prime Minister Hassan Ali Khaire (2017–2020).[2] He played a key role in advancing Somalia’s Provisional Constitution, which remains the foundation of the country’s federal governance system.[3]
Personal life
Abdirahman Hosh Jibril was born on 25 June 1956 in Jowhar, the capital of Middle Shabelle region, part of the present-day Hirshabelle State of Somalia.[1] He completed his primary, intermediate, and secondary education in Jowhar before traveling abroad for higher studies.
He later moved to Canada, where he earned a Bachelor's degree in Social Sciences from a university in Toronto and subsequently studied law at another Canadian institution. Before returning to Somalia, Jibriil worked in Canada’s legal sector, gaining experience in legal administration and public law.[1]
Political career
Transitional Federal Government (2011–2012)
After years abroad, Jibriil returned to Somalia in 2011 during the transitional government led by President Sharif Sheikh Ahmed. In mid-2011, he was appointed as the Minister of Constitutional Affairs and Reconciliation in the Transitional Federal Government.[1]
During his tenure, Jibriil oversaw the transition from the National Charter to the Provisional Constitution, a historic legal milestone for the nation.[3] The Provisional Constitution was adopted in August 2012, laying the groundwork for Somalia’s current federal system. He remained in office until September 2012, when the transitional government’s mandate ended.[2]
Federal Parliament (2012–2017)
Following the political transition, Jibriil became a Member of the Federal Parliament of Somalia, serving from 2012 to 2017. During this time, he continued advocating for constitutional reform and federal governance.[1]
Return as Minister (2017–2020)
In 2017, under President Mohamed Abdullahi Farmaajo and Prime Minister Hassan Ali Khaire, Jibriil was reappointed as Minister of Constitutional Affairs.[2] He focused on completing the Provisional Constitution, a process that remained ongoing throughout his tenure.[3] He was widely respected for his legal expertise and dedication to Somalia’s constitutional development.[1]
Death and legacy
Abdirahman Hosh Jibril passed away in 2020.[2] Prime Minister Hassan Ali Khaire announced that his body would be repatriated to Somalia for a state funeral.[1] Jibriil is remembered as one of the key architects of Somalia’s constitutional framework and a devoted public servant who played a major role in shaping the country’s legal foundations.[3]
